Following brief additional discussion , <br /> motion and second were withdrawn . <br /> Councilman Henderson moved at 11 : 55 a . m . to recess for lunch , seconded by <br /> Councilman Norris and carried . <br /> Meeting reconvened at 1 : 50 p . m . <br /> Account No . 510 - Police Protection : Councilman Rhodes reported that the <br /> 'Principal of Roy Cloud Schoo had asked for a crossing guard at either <br /> Emerald Hill Road or Cambridge . Councilman Rhodes moved to add $2 , 000 <br /> to Account 510 to provide for the additional crossing guard . In response <br /> to question by Mayor Keckley , City Manager advised that normally this is <br /> an administrative decision . Councilman Henderson indicated that she <br /> could support a motion for staff to examine the need , but not to fund <br /> it at this point . Motion died for lack of a second . Mayor Keckley <br /> asked that City Manager look at the area to determine the need for <br /> crossing guards . Councilman Rhodes advised that not only the Principal , <br /> but, also the Parent - Teachers ' Association had made the request . <br /> Account No . 780 - Parking : In response to request by Councilman Rhodes that <br /> striping be done on the Bradford-Marshall Parking Lot , Assistant City <br /> Manager advised that the Street Department has been requested to do this . <br /> City Manager cautioned Council with respect to demands by the tenants , <br /> that staff had been receiving such calls . He pointed out that they had <br /> taken an option on spaces in " as is " condition , and now want not only <br /> striping but many other things . They were informed if the lot is up - <br /> graded this may mean an increase in rent , and also that it was their <br /> responsibility to enforce usage where others may be using their spaces . <br /> Account No . 530 - Fire Protection : Approved as submitted . <br /> Account No . 550 - Building Regulation : Reference was made to the budget <br /> message which contained Chief Building Official ' s request for a manda- <br /> tory program by Council legislation for Housing Code compliance on re- <br /> sale of dwellings . City Manager indicated that a specific report and <br /> recommendation would be brought back to Council . There was no money <br /> included in this budget specifically for expenditures or income , and <br /> it was hoped these would offset each other . Councilman Henderson asked <br /> that the record show that at the last meeting of the Housing Concerns <br /> Committee this had come up , and Chief Building Official and Deputy City <br /> Attorney thoroughly reviewed the program . She was pleased to see an <br /> indication of support from those present , and also at what this would <br /> mean in achieving the goals of the housing program . <br /> 5/12/73 <br /> Adj . Reg .
