392 2 <br /> Account No . 464 - Municipal Building Services : Councilman Williams asked if <br /> City used outside custodial services , and Assistant City Manager responded <br /> that the only custodial services contracted for were for the City Library . <br /> Councilman Henderson questioned when work would be done on the women ' s <br /> washroom , since it is contained in the current budget . City Manager advised <br /> that it was hoped to do this work at the same time that rearranging is done <br /> in the process of expanding . However , he advised it would be done . <br /> Account No . 465 - Equipment Services : City Manager advised, in response to <br /> question by Council , that replacement is recommended on the basis of age , <br /> hours of use , and cost of maintenance . <br /> Account No . 790 - Municipal. Transit System : Councilman Norris proposed in form <br /> of a motion that senior citizens ( age 65 and over ) be allowed reduced fare <br /> on the municipal transit system . He provided a number of statistics in <br /> justification , and indicated they represented about 8% of the population . <br /> Councilman Rhodes offered a second to the motion . <br /> Mayor Keckley noted this had been discussed in Council ' s Transportation <br /> Committee , who were to bring back a recommendation to Council . Another <br /> proposal was to reduce fares to 10$ for everyone , and this was tried for <br /> four weeks . <br /> Councilman Rhodes indicated this experiment did lose money , but did not <br /> have the statistics . Councilman Leipzig advised that one of the reasons <br /> no recommendation had been made was the fact City was awaiting funds from <br /> the MTC on advice from staff , and these funds have not been received . <br /> City Manager noted that he had alluded to Assembly Bill 1488 in the budget <br /> message , which if it becomes law would enable City to file an amended a <br /> application for $147 , 000 . Under the present situation , there is application <br /> for allocation of S83 , 000 for the bus system, which would require a subsidy <br /> of $47 , 000 from General Funds . With respect to reducing fares , City <br /> Manager indicated he would prefer to do this on the basis of lower fares <br /> for everybody , in view of City Attorney ' s advice that it would be questionable <br /> to do this for one special group , and even if it is assumed that all older <br /> people are poor , which is not the case , there was the problem of determining <br /> age . Councilman Norris advised that some communities issue identification <br /> cards . City Manager felt that it would be best to defer a decision until <br /> action is taken on the Assembly Bill . <br /> Councilman Henderson felt that the motion was inappropriate and that the <br /> capability to offer the lowest possible fare to everyone should be examined . <br /> She suggested that the Council should be kept informed by the Committee on a <br /> regular basis as to status , and hoped that in the future it might be possible <br /> 5/12/73 <br /> Adj .
