392 2 Account No . 464 - Municipal Building Services : Councilman Williams asked if City used outside custodial services , and Assistant City Manager responded that the only custodial services contracted for were for the City Library . Councilman Henderson questioned when work would be done on the women ' s washroom , since it is contained in the current budget . City Manager advised that it was hoped to do this work at the same time that rearranging is done in the process of expanding . However , he advised it would be done . Account No . 465 - Equipment Services : City Manager advised, in response to question by Council , that replacement is recommended on the basis of age , hours of use , and cost of maintenance . Account No . 790 - Municipal. Transit System : Councilman Norris proposed in form of a motion that senior citizens ( age 65 and over ) be allowed reduced fare on the municipal transit system . He provided a number of statistics in justification , and indicated they represented about 8% of the population . Councilman Rhodes offered a second to the motion . Mayor Keckley noted this had been discussed in Council ' s Transportation Committee , who were to bring back a recommendation to Council . Another proposal was to reduce fares to 10$ for everyone , and this was tried for four weeks . Councilman Rhodes indicated this experiment did lose money , but did not have the statistics . Councilman Leipzig advised that one of the reasons no recommendation had been made was the fact City was awaiting funds from the MTC on advice from staff , and these funds have not been received . City Manager noted that he had alluded to Assembly Bill 1488 in the budget message , which if it becomes law would enable City to file an amended a application for $147 , 000 . Under the present situation , there is application for allocation of S83 , 000 for the bus system, which would require a subsidy of $47 , 000 from General Funds . With respect to reducing fares , City Manager indicated he would prefer to do this on the basis of lower fares for everybody , in view of City Attorney ' s advice that it would be questionable to do this for one special group , and even if it is assumed that all older people are poor , which is not the case , there was the problem of determining age . Councilman Norris advised that some communities issue identification cards . City Manager felt that it would be best to defer a decision until action is taken on the Assembly Bill . Councilman Henderson felt that the motion was inappropriate and that the capability to offer the lowest possible fare to everyone should be examined . She suggested that the Council should be kept informed by the Committee on a regular basis as to status , and hoped that in the future it might be possible 5/12/73 Adj . Reg . Mtg .
