391 <br /> Mayor Keckley ordered a five minute recess at 10 : 55 a . m . <br /> On resumption of the meeting, Mayor Keckley returned to the subject of the <br /> allocation to BASSA . City Manager advised that provision should be made <br /> in the Sewage Treatment and Disposal Budget ( Account No . 651 ) , <br /> Mayor Keckley observed that Mr . Stephen Liebes and Miguel Maldonado , <br /> representing the Community Education Center , were present in support of a <br /> request for additional funds . He suggested that the best course would be <br /> to refer the request to staff for a report back with a complete analysis <br /> of the organization , budget , total program and services , relationship of <br /> agreement between the two groups , etc . , since he thought that Council <br /> should have this information before they can make a determination . City <br /> Manager responded that there was information in addition to what was on <br /> hand that he would like to include in such report , but this would not <br /> take long . Mr . Liebes indicated also that the information requested <br /> was available , but they were concerned that Council was under the <br /> impression they had new sources of income from the Federal government , <br /> and also that Council was under the impression their request would be <br /> under the umbrella of PROBE and this was not true . Following additional <br /> discussion , City Manager asked that Mr . Liebes meet with him to discuss <br /> the matter . It was noted by Councilman Rhodes that their letterhead <br /> carries only a post office box number , and Mr . Maldonado advised that <br /> - their street address was 2323 Euclid Avenue , with Center. No . 2 being at <br /> Woodside Road and Alameda . <br /> Account No . 44o - City Attorney : City Manager reported a correction to be <br /> made in this account , in the Permanent Part Time figures , which should <br /> be $6800 , instead of $4500 , and the new total being $865985 . <br /> Account No . 461 - Personnel Administration : Councilman Rhodes moved to take <br /> $12 , 500 out of funds for professional labor negotiators , and put into <br /> Budgeted Reserves . Motion died for lack of a second . <br /> Councilman Norris questioned to whom the $ 1 , 000 tuition reimbursement is <br /> applicable . City Controller advised the funds are for a tuition reimburse - <br /> ment program and are applicable to any employee , with $250 maximum to an <br /> employee in any year , and for three units of classwork . For the past <br /> year use of these funds has been minor . City Manager noted that it is <br /> not that employees are not taking advantage of this , but that costs have <br /> been less than anticipated . Also , public educational institutions are <br /> less costly than private . As an example , skill courses in law enforce- <br /> ____ <br /> ment are pretty well covered at community college level , and so are less <br /> expensive . <br /> 5/12/? 3 <br /> Adj . Reg .
