390 <br /> Account No . 485 -p General Debt Service : Approved as submitted . <br /> Account No . 486 - Other Non- Departmental Programs : Councilman Norris referred <br /> under " objectives " to the provi. s .ion for membership to Public Technology <br /> Institute , and questioned what benefits the City had received . City Manager <br /> advised that the Fire Station location and equipment maintenance programs <br /> were essentially complete , and those two programs alone were well worth <br /> the cost of membership . In addition , they are also involved in development <br /> of fire protection equipment , and two companies are starting to manufacture <br /> air pack breathing apparatus for fire departments , and have done the necessary <br /> research and finished a prototype of a fire engine interchangeable pump . He <br /> said that one of the historical problems was that different manufacturers <br /> had different pump construction , so parts could not be interchanged , and. <br /> after the prototype is proved out , it was hoped to use the buying pressure <br /> of cities to make manufacturers build common parts for pumps . <br /> Account No . 489 - Budgeted Reserves : Councilman Rhodes offered the motion , <br /> if the money could be found , to increase Budgeted Reserves to S250 , 000 . <br /> Council questioned where the funds could come from . Councilman Weymouth <br /> noted that the salaries were more or less fixed , and asked if salary <br /> increases were provided in Budgeted Reserves . City Manager indicated that <br /> funds were there for the purpose , but would be needed for only about 25% of <br /> the employees , since for two of the three groups , salary increases were <br /> built in because it was known what they will be . Councilman Weymouth noted <br /> that in last year ' s budget quite a large amount was needed for this purpose , <br /> so that in effect this year ' s budgeted reserves were greater than last <br /> year ' s . Motion died for lack of a second . <br /> BASSA : City Manager advised of a communication just received from The County <br /> Engineering and. Road Commissioner , S . H . Cantwell , Jr . , dated May 8th and <br /> received on May 10th , stating that the Board of Supervisors had been in- <br /> formed of BASSA preliminary apportionment to the County for F . Y . 1973-74 , <br /> and that public hearing on the Agency ' s budget would be held May 16th . <br /> He noted that the letter was dated about a month beyond the date City had <br /> put its budget together , and that it was necessary to call BASSA An order <br /> to get copies of their budget . Total budget was almost 5700 , 000 . He <br /> expressed concern that this agency , just recently created by State law , <br /> was proposing to do things that the Association for Bay Area Governments , <br /> which is a voluntary agency to which City pays dues , was already doing . <br /> Apparently the City ' s share of the obligation approximated $11 , 000 . He <br /> added that he wanted to bring this to Council ' s attention , inasmuch as <br /> it was unanticipated item .
