4O4
Operationally, water would be drawn into the easterly end of the interior
waterways during periods of high tide . This would result in a minor current
westerly to the Diamond Waterway area . Water would be drained from the
Diamond Waterway area into Belmont Slough during periods of low tide .
Volumewise , this circulation of water would amount to two complete changes
of water in the interior waterway system within a one-month period .
The effect of this circulation on water quality in the vicinity of Neptune
Beach was unpredictable due to the semi- isolated location of the beach and
the fact that the current velocities of the circulated water were extremely
slow . Additional means of combating the water quality problem at Neptune
Beach were continuing in several areas .
The estimated cost of the project is $50 , 000 and sufficient funds were
budgeted in the 1972-73 Capital Improvement Budget for GID 1-64 .
Application had been made for a "negative declaration" of environmental
impact under Resolution No . 6882 . This application would be processed
prior to the bid opening .
Mr . Ron MacQuarrie , 558 Keelson Circle , expressed
concern with regard to apparent attempts of Marine
World to increase changing of water for their water
ski show , due to conform, and whether the time
schedule for interchange of water in the lagoon for
Redwood Shores residential area as opposed to Marine
World, would raise the possibility of interchange of
one into the other .
Director of Public Works gave assurance that both Redwood Shores and
Marine World would be filling from the flood tide , and discharging at
the exit tide , and that the Water Quality Control people would be watching
this closely .
Councilman Norris moved that the subject of water pollution be reported
on each month as part of the Community Progress Report , seconded by
Councilman Williams .
Following additional discussion on what the Progress Report should consist
of , it was felt that inclusion of details of various problem areas would
defeat the purpose of the Report , since the Progress Report was supposed
to emphasize areas of positive action . Motion failed, with Councilmen
Henderson , Leipzig, Weymouth , Williams and Mayor Keckley voting no ; and
Councilmen Norris and Rhodes voting yes .
The question was raised as to what condition the water was , in the Municipal
Marina area . A request was made by Council to have the Manager investigate
the status of the water and report back to Council , with perhaps a time-
table as to when change could be expected in this area .
5/21/73
Memo 5/23/73
Reg .
