403 <br /> courts in Spinas Park at Second Avenue . A total of $13, 500 was included in <br /> the 1972-73 Capital Improvement Budget for the purpose of lighting tennis <br /> courts in the City, either those located at Sequoia High School or others as <br /> might be determined by the Council . Subsequently, when negotiations re- <br /> garding the high school courts proved unsuccessful, it was decided to <br /> utilize the budgeted funds in order to provide lighting for the courts at <br /> Spinas Park . <br /> Application had been made for a "negative declaration " of environmental <br /> impact under Resolution No . 6882 . This application would be processed <br /> prior to the bid opening . <br /> ( d ) Catch Basin Siphon Conversion Project . This project was designed by <br /> the Department of Public Works , and would eliminate seven of the most <br /> aggravated storm water siphon nuisances . <br /> These siphons , or " sag drains " as they are sometimes called , convey water <br /> under street intersections and return it to the surface by flow out of a <br /> catch basin into a gutter . The result of the significant amount of water <br /> standing in these pipes and catch basins , along with the addition of <br /> lawn clippings and other debris , leads to very septic conditions with <br /> resulting odor and health problems . <br /> Additionally, many of these siphons also create a very expensive maintenance <br /> problem in that they become plugged with silt and debris and require many <br /> hours of a Public Works crew ' s time to clear . The seven siphons to be <br /> eliminated are located as follows : <br /> 1 . McGarvey at Farm Hill Boulevard <br /> 2 , Farm Hill Boulevard at Carson Reservoir <br /> 3 . Mitchell Way near Sterling Way <br /> 4 . St . Francis at Sapphire <br /> 5 . Whipple Avenue at Alameda de las Pulgas <br /> 6 . Parkwood at Camellia <br /> 7 . Cedarwood at Camellia <br /> No diversion of drainage water is involved in this project as all water is <br /> being piped underground along the present gutter flow paths to the same <br /> disposal points . <br /> Application had been made for a "negative declaration" of environmental <br /> impact under Resolution No . 6882 . This application would be processed <br /> prior to the bid opening . <br /> ( e ) Belpipes Project - Redwood Shores , GID 1.64 . After considerable dis- <br /> cussion it was brought out that this project had been a long time in <br /> coming . Plans and specifications for this project were modified by the <br /> - Department of Public Works from the original proposal by DMJM . This <br /> project would create an inlet from Belmont Slough into the present eastern <br /> terminus of the interior waterway system . <br /> 5/21/73 <br /> Reg . Mtg . <br />
