402 <br /> Councilman Williams moved to adopt RESOLUTION NO . 6910 DECLARING INTERESTS OF <br /> CITY IN CERTAIN DESCRIBED REAL PROPERTY , SURPLUS , AND AUTHORIZING ITS SALE <br /> WITHOUT PUBLIC NOTICE OR BID , seconded by Councilman Leipzig and carried on <br /> roll call vote . <br /> Proposed Addenda to agreements with Bank of America, N . T . & S .A . , for Paying <br /> Agent and Registration Agent Services , relating to fee increases for GID 1-64, <br /> and GID 1-65 , 2-65 , 3-65 . ( Report was submitted to Council . ) After a brief <br /> discussion it was established the recommendation to increase the service fees <br /> as requested by Bank of America was justified as the proposed rates are far <br /> less expensive than if the City was to perform the redemption service , and <br /> City had been paying less than the average fees for these services for some <br /> time . Also , this is the first addenda to the GID 1-65 , 2-65 , 3-65 agreement , <br /> the last addenda being made in 1968 on GID 1-64 . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6911 APPROVING AND AUTHORIZING <br /> EXECUTION OF ADDENDUM TO AGREEMENT WITH BANK OF AMERICA N . T . & S . A . FOR PAY- <br /> ING AGENT AND REGISTRATION AGENT SERVICES and RESOLUTION NO . 6912 APPROVING <br /> AND AUTHORIZING EXECUTION OF ADDENDUM WITH BANK OF AMERICA N . T . & S . A . FOR <br /> PAYING AGENT SERVICES , seconded by Councilman Williams and carried on roll <br /> call vote . <br /> Approval of Plans and/or specifications , and authorization to call for bids on <br /> the following six projects : (Reports were submitted to Council on each item . ) <br /> ( a ) Main Library Audio Visual Center - 900 Main Street Building , Plans and <br /> specifications had been prepared for the remodeling required to prepare the <br /> building for use by the Library for their Audio-Visual program. Since fund- <br /> ing was necessary , it was recommended that $12 , 000 be transferred for that <br /> purpose . <br /> ( b ) Red Morton Community Park - Phase I . Plans and specifications prepared <br /> by Ribera & Sue would create lawn areas , winding paths , moundings , and plant- <br /> ing of trees and shrubs . Extent of project would encompass the area from <br /> Valota Road to approximately easterly end of the 49er Field . Existing City- <br /> owned residence on Valota Road, as well as old Park Department building across <br /> from Veterans Memorial Building, would be removed as part of project . This <br /> project , as included in the 1972-73 Capital Improvement Budget , provided for <br /> the improvement of approximately six additional acres at Red Morton Park . <br /> The estimated cost of the project is $90 , 000 . 00 . Application had been made <br /> for a " negative declaration" of environmental impact under Resolution No . <br /> 6882 . This application would be processed prior to the bid opening . <br /> ( c ) Spinas Park Tennis Court Lighting . Project designed by Public Works <br /> Department would provide illumination for night- time tennis at the pair of <br /> 5/21/73 <br /> Reg . Mtg . <br />
