Mtg . <br /> Minutes of Adjourned Regular Meeting <br /> Redwood City Council <br /> June 14 , 1973 4 : 00 P . M . <br /> Community Activities Bldg . <br /> Mayor Keckley called the meeting to order at 4 : 05 p . m . <br /> ON ROLL CALL the following were noted present : Councilmen Mary W . Henderson , <br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth , <br /> Mayor Paul C . Keckley and City Clerk Marian McCrindle . Councilman James <br /> S . Williams was noted absent ( entered the meeting at 4 : 10 p . m . ) Also noted <br /> present were City Manager James M . Fales , Jr . , City Attorney David E . <br /> Schricker , Assistant City Manager James M . Smith , City Controller Jack <br /> Ference and Deputy City Clerk Frances I . Reggetts . <br /> City Manager presented a verbal summary of his Capital Improvement Program <br /> Message , indicating the format was similar to that of the previous year , <br /> and the total involved a little over seven million dollars . The largest <br /> portion was for Streets , and second largest , for Parks . Major revenue <br /> sources proposed to finance the projects included Sales Tax , Gas Tax , GID <br /> 1-65 and 3-65 funds , and water and sewer revenues . Projects that could not <br /> be financed on a "pay- as -you- go " basis and would require long term borrowing <br /> would include Civic Center development , water system improvements , street <br /> improvements , and possibly sewage treatment facilities . <br /> General assumptions were much the same as last year , with the exception of <br /> 2107 Gas Tax funds which will be allocated for construction purposes in <br /> 1974-1975 , whereas now they are used for maintenance , <br /> He noted the City had been successful in increasing Sales Tax distribution <br /> to Capital Outlay Fund by 5%, and it was assumed this would occur each year <br /> until the goal of 60% is reached . He cautioned , however , that this would <br /> have to be watched very closely, due to SB 90 and other restrictions , in <br /> terms of being able to carry the 5% increase each year , and if it becomes <br /> 6/14/73 <br /> Adj .
