Target for beginning construction would <br /> be 1975-1976 , which becomes the critical year in terms of Capital Outlay . He <br /> commented also on the fact that the sewage treatment plant was another large <br /> project , and the question of financing this facility . <br /> Civic Center Development : City Manager noted that one addition in this program <br /> was insertion of a time frame , to provide a target to aim at . Councilman <br /> Williams questioned allocation of $40 , 000 for remodeling the Police Building <br /> if it is to be part of the Civic Center , and was assured that this was because <br /> the Police Building and the Fire Station would not be changed . In the case of <br /> the Fire Station , when the time comes to allocate funds for this expenditure , <br /> it would be under Fire Protection , rather than the Civic Center . <br /> Fire Protection : Councilman Norris asked how much land was proposed for the <br /> Fire Station No . 5 site , and City Manager indicated Staff was contemplating <br /> attempting to acquire more than would be needed for the Fire Station itself . <br /> Park Development : In response to question by Councilman Williams concerning <br /> the Stanford Crew House , City Manager reviewed the situation briefly, in- <br /> dicating that it was his understanding they would prefer to stay at the loca- <br /> tion , but if that is not possible , they would like time to plan to move else - <br /> where . He noted that Director of Park and Recreation is working with them to <br /> try to work things out . <br /> City Manager noted the addition of two items in this Program - Hetch-Hetchy <br /> right of way , and Neighborhood Park Upgrading , and that the Massachusetts- <br /> Fernside Park item in the previous budget was absorbed into the Hetch-Hetchy <br /> general improvements proposal . <br /> With respect to the Neighborhood Park Upgrading , he indicated that the Direc - <br /> tor of Parks and Recreation felt more attention should be paid to existing <br /> parks in order to make them useful and attractive , and that he agreed with <br /> this philosophy . He also noted in response to question that where there <br /> were large expenditures for acquisition of neighborhood parks , these would <br /> appear as separate recommendations . <br /> A discussion was initiated by Councilman Rhodes concerning Palm Neighborhood <br /> Park, and City Attorney recommended that the wording in the Program Detail <br /> 6/14/73 <br /> Adj .
