Under Item a . 1974-75 - An allocation of $ 100 , 000 is proposed to acquire a site in the vicinity of the Palm-Regent Neighborhood . ( Memo 6/15/73 ) City Attorney also recommended that under Unbudgeted Item Requiring Policy Direction ( Page 17- Item 1 ) that perhaps it would be adequate to show Council ' s intent ' for the acquisition and development of a park consisting of several hundred acres , " only under Proposed Waterfront Park . ( Memo 6/15/73 ) Councilman Williams recalled that there had been problems with respect to the Easter Bowl for a number of years , which site is surrounded by unincorporated territory, and strongly recommended pursuit of this development . Councilman Rhodes referred to proposed improvement of facilities at Hoover School , and comments with regard to expectation of the school district matching City funds , and advised of his impression from the Superintendent that they do not have the money . City Manager noted that this project was more than two years off and that this was more of an informational nature at this point . In response to concern expressed by Councilman Henderson regarding omission of proposal for mini -bike trails , City Manager advised that a letter had been received from Mr . Mott with an application for funds , but that it would be a few years before they would be in a position to do any good with that particu- lar proposal . He added that a great deal of work needs to be done in terms of planning for open space and waterfront . He noted that this type of facility would be more of a neighborhood type than regional . Sewage Treatment Plant Improvements : Councilman Norris reported that at a recent Waterfront Committee meeting, concern was expressed by owners of private marinas regarding offensive odors . City Manager indicated that whenever these types of problems occur it would have to be given some attention , but that other than meeting requirements of the Regional Water Quality Control Board , it would not be advisable to attempt to make extensive corrective improvements to the existing facility and deplete funds needed for the new treatment plant . In response to comment by Councilman Williams regarding increase authorized by Council in sewer rates to be set aside , City Controller indicated that it was expected there would be over $800 , 000 in reserves . Storm Drain Improvements : Councilman Norris inquired as to what had been accomplished with regard to storm grate conversions in the current budget year . City Manager indicated that this had barely started other than design , and that it was anticipated this will be done on a continuous basis throughout the year . 6/14/73 Adj . Mtg . Budget
