( Memo 6/15/73 ) <br /> Councilman Williams recalled that there had been problems with respect to the <br /> Easter Bowl for a number of years , which site is surrounded by unincorporated <br /> territory, and strongly recommended pursuit of this development . Councilman <br /> Rhodes referred to proposed improvement of facilities at Hoover School , and <br /> comments with regard to expectation of the school district matching City funds , <br /> and advised of his impression from the Superintendent that they do not have the <br /> money . City Manager noted that this project was more than two years off and <br /> that this was more of an informational nature at this point . <br /> In response to concern expressed by Councilman Henderson regarding omission of <br /> proposal for mini -bike trails , City Manager advised that a letter had been <br /> received from Mr . Mott with an application for funds , but that it would be a <br /> few years before they would be in a position to do any good with that particu- <br /> lar proposal . He added that a great deal of work needs to be done in terms of <br /> planning for open space and waterfront . He noted that this type of facility <br /> would be more of a neighborhood type than regional . <br /> Sewage Treatment Plant Improvements : Councilman Norris reported that at a <br /> recent Waterfront Committee meeting, concern was expressed by owners of private <br /> marinas regarding offensive odors . City Manager indicated that whenever these <br /> types of problems occur it would have to be given some attention , but that <br /> other than meeting requirements of the Regional Water Quality Control Board , <br /> it would not be advisable to attempt to make extensive corrective improvements <br /> to the existing facility and deplete funds needed for the new treatment plant . <br /> In response to comment by Councilman Williams regarding increase authorized <br /> by Council in sewer rates to be set aside , City Controller indicated that it <br /> was expected there would be over $800 , 000 in reserves . <br /> Storm Drain Improvements : Councilman Norris inquired as to what had been <br /> accomplished with regard to storm grate conversions in the current budget year . <br /> City Manager indicated that this had barely started other than design , and <br /> that it was anticipated this will be done on a continuous basis throughout <br /> the year . <br /> 6/14/73 <br /> Adj .
