to 0S <br /> Street Improvements : Councilman Henderson questioned whether landscaping was in- <br /> cluded in the El Camino Real-Brewster Avenue project . City Manager indicated <br /> this would be phased in to come behind the street construction work . <br /> In response to suggestion by Councilman Norris that a road between Redwood Penin- <br /> sula and East Bayshore was needed to tie the community together , it was noted by <br /> City Manager that the decision must first be made as to land uses for the area <br /> east of Bayshore , and was a matter to be considered under the elements of the <br /> General Plan . Councilman Williams questioned whether the extension of Roosevelt <br /> Avenue was definite , and City Manager indicated that this would depend upon <br /> completion of the Traffic Circulation Element of the General Plan . <br /> Councilman Henderson noted that acceptance by Council of the Harbor Boulevard <br /> project had been with the understanding landscaping would be done , and expressed <br /> dissatisfaction with the present appearance of the street . <br /> Councilman Weymouth asked whether increasing costs were allowed for in the <br /> Five -Year program, and City Manager responded that an estimate is made for a <br /> project , but that this is not updated each year until the project is a year <br /> away, when it would be changed to a realistic figure . <br /> City Manager commented on City- owned property , indicating that a systematic <br /> inventory is being done in connection with the Park Maintenance Section . <br /> Water System Improvements : In response to question by Councilman Rhodes re- <br /> garding the possibility of forming an assessment district with respect to <br /> Emerald Lakes unincorporated area , City Manager advised that there was a <br /> technique by which City could go to the governing body ( County Board of Supers <br /> visors ) and request Extraterritorial Jurisdiction , and this is normally done <br /> on assessment district projects . He noted that it was not the intention to <br /> bring specific recommendations for improvements until a decision is made in <br /> proper sequence with respect to Land Use . <br /> The matter of the proposed Hoover School Reservoir was discussed briefly, and <br /> it was indicated there had been no formal approvals by all parties at this <br /> stage . <br /> General Improvement District No . 1-64 : Councilman Henderson questioned how long <br /> the interim sewage treatment facility is to be used , and expressed concern re- <br /> garding expenditure of $100 , 000 while the City must face up to completion of a <br /> new plant . Councilman Norris referred to pollution of Neptune Beach and felt <br /> that the storm drain should be relocated . <br /> City Manager emphasized that the Marine World-Belmont Slough Levee Construction <br /> ( Page 46 ) would have to be done in the current year , before winter , and stated <br /> that what would have been maintenance five years ago was now a reconstruction <br /> project . <br /> 6/14/73 <br /> Adj .
