Councilman Weymouth expressed disapproval with <br /> further reducing the Budgeted Reserves item , which he felt was insufficient . <br /> Motion failed on voice vote . <br /> There being no further discussion or communications , Councilman Weymouth <br /> moved to close the public hearing , seconded by Councilman Henderson and <br /> carried . <br /> Councilman Weymouth moved to introduce Ordinance of the City of Redwood City <br /> adopting the Final Budget of the City of Redwood City for the Fiscal Year <br /> July 1 , 1973- June 30 , 1974 ; providing for the appropriation and expenditure <br /> of all sums set forth in said Budget ; providing the emergency expenditures , <br /> transfers , additional appropriations and cancellation of existing appropria- <br /> tions ; the disposition of unexpended unencumbered moneys in funds at close of <br /> Fiscal Year ; amending the disposition of proceeds collected under Article I , <br /> Chapter 32 , of the Redwood City Code ; adopting the Budgets for General Improve - <br /> ment Districts No . 1-64 , No . 1-65 , No . 2-65 and 3-65 for the Fiscal Year July 1 , <br /> 1973-June 30 , 19 74 ; and repealing Ordinance No . 1534 , as amended , and all <br /> ordinances and resolutions in conflict herewith , seconded by Councilman Norris . <br /> On question , Councilman Rhodes expressed his objections to contributing of <br /> large sums to private groups , feeling that such funds should not be appropriated <br /> by Council . Councilman Weymouth felt that these comments should be clarified <br /> to avoid the inference that City is supporting any group asking for funds . <br /> Where Federal money had provided support , cities must now assume some of the <br /> responsibility , with the understanding Revenue Sharing Funds would be forth- <br /> coming . <br /> Motion carried , Councilman Rhodes voting no . <br /> Councilman Henderson moved to approve in principle the request by Community <br /> Education Center for funding in the amount of $12 , 200 , pending receipt in <br /> July of Revenue Sharing money , seconded by Councilman Leipzig and carried , <br /> Councilman Rhodes voting no . <br /> ( MINUTE ORDER #73- 81 ) <br /> Traffic Circulation Element of the General Plan : Report was submitted to Council <br /> recommending an agreement for consultant services for preparation or the <br /> Traffic Circulation Element . Funds were budgeted in 1972- 1973 for the study . <br /> Planning Director responded to concerns expressed by Councilman Norris that <br /> the scope of work would include reference to bicycle and footpaths , indicating <br /> 6/18/73 <br /> Reg . Mtg . <br />
