Li6' 9 <br /> ee <br /> Reference was made to communication from the Peninsula Celebration Association , <br /> and it was noted that Council had received at the meeting the financial infor- <br /> mation requested , consisting of a balance sheet for 1969 , and Councilman <br /> Henderson questioned whether this was their last audit . She also asked whether <br /> there were not balance sheets , whether or not audited , for the intervening years . <br /> Mr . Dopnik, of PCA , indicated that an audit is not conducted every year , but <br /> one was in process now . Also , that a set of books is kept , and a balance sheet <br /> could probably be obtained within a week , but he had been unable to reach the <br /> treasurer . Councilman Weymouth noted that the PCA income for year ended <br /> December 1972 showed interest income of over $44 , 000 , and apparently that has <br /> been increasing each year . Councilman Leipzig indicated that in view of the <br /> size of their budget , she did not believe the PCA should be coming to the City <br /> to ask for funds . <br /> Councilman Norris noted that at the budget study session , the subject of animal <br /> control was brought before Council , with no formal action taken other than a <br /> request for a report . He offered some statistics relating to the number of <br /> dogs that become strays , the number of complaints received by the Peninsula <br /> Humane Society and numbers of dogs destroyed , and stated that these were due <br /> to a general lack of concern by owners . Councilman Norris moved that Council <br /> authorize execution of a contract with the Humane Society for an additional <br /> truck and driver at additional cost of $17 , 000 per year , for patrol exclusively <br /> within Redwood City , seconded by Councilman Rhodes . <br /> City Manager responded to question by Councilman Henderson as to where the <br /> funds would come from , advising they would have to come from Budgeted Reserves . <br /> Councilman Henderson expressed two concerns about the motion , the first being <br /> that it represented the problem as relating only to dogs , whereas it had been <br /> her observation that there was an equally difficult problem with cats , which <br /> were far more difficult to control , and second , that she did not feel comfortable <br /> that the problem would truly be resolved by expenditure of $ 17 , 000 , noting that <br /> last year the Council had authorized increase in license rates on the theory <br /> that would alleviate the problem . She felt efforts should be encouraged in a <br /> different manner , such as the Staff recommendation for a door- to- door campaign <br /> for licensing of dogs . Councilman Rhodes spoke in favor of the motion , feeling <br /> that the added patrol officers , with authorization to issue citations , took the <br /> burden off the Police Department . In further discussion , City Manager suggested <br /> that as a practical matter , if Redwood City had its own runtime patrol officer <br /> there would not be as much attention given to Redwood City by the regular patrol <br /> officers . Mayor Keckley concurred , and felt that as long as the City does the <br /> job for the County, the County will never face up to its responsibility .
