Arnold Padilla, 701 . 9th Avenue , Chairman , Fair <br /> Oaks Target Area Committee , spoke with regard to the <br /> directorship of Fair Oaks Community Center , and felt <br /> that the salary proposed for the position was not <br /> sufficient to attract a suitably qualified person . <br /> He suggested a range of $1200- S1500 per month . <br /> In the ensuing discussion , City Manager indicated he was quite definite as <br /> to what he felt the salary should be and had so indicated to Council . He <br /> felt that it may prove out to be necessary to pay more than what was <br /> recommended , and in that event would recommend that the range be increased . <br /> Mr . Ron MacQuarrie , 558 Keelson Circle , commented on <br /> the Capital Improvement Program recommendations for <br /> GID 1-64, and felt that the Belmont Station Pressure <br /> Facility, recommended to be relocated , should not be <br /> coming out of additional bonds , but perhaps rather <br /> from water revenues . He also felt that there should <br /> be provision for maintenance and/or inspection of the <br /> levees . He also felt there should be a tentative <br /> four year forecast in the Budget . <br /> City Manager responded with regard to the last comment , advising that it <br /> was felt that the items proposed for 1973-74 should be done in those years , <br /> but that City must await further decision with respect to the developer in <br /> order to space District obligations , and plan a construction schedule with <br /> some definite chronology . If a development schedule is scheduled for this <br /> fiscal year, then by the next budget there would be enough information to <br /> spread the program out for the next four years . He stated that the other <br /> items mentioned were simply a matter of Council policy . <br /> Councilman Williams referred to comment in the Capital. Improvement Program <br /> relative to indication of " extreme wear in some areas of the levee which <br /> will require attention in 1973--74" , and suggested that the actual flooding <br /> that occurred was actually due to the extreme weather last winter , and not <br /> necessarily that they were not maintained . City Manager agreed that the <br /> high water in January had an effect , but also felt that ongoing maintenance <br /> should be promulgated . In response to question by Councilman Norris , he <br /> advised that the criteria essentially were that those things of District - <br /> wide benefit should be funded by the District , and those of local benefit <br /> should be funded by the developer . In response to further question by <br /> Councilman Norris , City Manager advised that the City maintains waterways <br /> out of general operating funds . With regard to maintenance of levees , <br /> Director of Public Works indicated that only one set of levees had been <br /> brought up to standard , the remainder had not , and this should be the <br /> Districts responsibility . <br /> Mr . Miguel Maldonado spoke with regard to the <br /> Community Education Center and their request <br /> for S12 , 000 . <br /> Councilman Henderson questioned if Council intended to proceed with authoriza- <br /> tion of this expenditure , which would not be incorporated into the Budget at <br /> this time , how it would be accommodated . City Manager indicated he would <br /> recommend that if Council should be so inclined , that they indicate approval <br /> in principle , and after funds are actually available , in July , formal action <br /> could be taken . <br /> 6/18/73 <br /> Reg .
