In <br /> addition , report had been requested on animal control costs , which had been <br /> provided to Council . <br /> Councilman Henderson questioned whether there was additional information <br /> concerning the BASSA (Bay Area Sewage Services Agency ) budget . City Manager <br /> recalled that at the time of the budget study session, City had received a <br /> bill through the County from BASSA and this was dealt with as something that <br /> had to be paid . He indicated that it has been suggested to BASSA that <br /> sewering agencies be given more notice , and also the possibility of having <br /> the County picking up the cumulative assessment dues for the BASSA budget , <br /> although there has been no response as yet . <br /> Council noted several other items to be considered , such as the request with <br /> regard to the Directorship of Fair Oaks Community Center , as well as the <br /> Community Education Center , and the request from Peninsula Celebration <br /> Association . <br /> Mayor Keckley invited comment from interested persons present . <br /> Mr . Jack Chichester , 1535 Maddux Drive , expressed <br /> concern that his property tax was being increased <br /> based on increase in assessed value . He felt that <br /> other cities were offering many services Redwood <br /> City residents were not getting . <br /> At request of Mayor Keckley , City Controller provided a comparison between <br /> current budget proposal and previous fiscal year for the general govern- <br /> mental budget , and explained that assessed values , which are set by the <br /> County, would not be available until August , at which time it can be <br /> determined what the actual tax rate would be . City Manager added that there <br /> are many other jurisdictions , such as special districts , having the prerog- <br /> ative to set up taxes which add up to more than 75% of the tax rate . Council- <br /> man Henderson pointed out that should revenues exceed expenses , this does not <br /> come in as extra revenue to the City , but is applied to reduce the dollar <br /> amount of the tax rate . <br /> During additional discussion , Councilman Williams suggested that City Manager <br /> review the restraints of SB 90 with respect to the tax rate , not only in the <br /> City but other jurisdictions . City Manager complied , explaining that the <br /> Bill sets a ceiling , with certain exceptions , on the amount of ad valorem <br /> tax rate that can be set henceforth . 1973-74 is the first year that SB 90 <br /> comes into play , and with few exceptions , the tax rate in the future should <br /> be essentially the same as in the past for local entities . <br /> Mayor Keckley pointed out for the benefit of the audience that Council had <br /> held an all-day study session on the budget , well publicized , but that very <br /> few people were in attendance . <br /> 6/18/73 <br /> Reg .
