449 <br /> Legislative Committee Report 73 -3 - Councilman Henderson , Chairman paraphrased <br /> the written report of the Committee of their meeting of Tuesday , June 19, <br /> 1973 . (For full text SEE Clerk ' s File - Legislative Committee ) <br /> 1 . Regional Planning (A . B . 2040 ) . Committee felt that this Bill repre - <br /> sented an important advance toward recognition of need for cohesive and <br /> coordinated regional planning in the Bay Area . The Bill would repeal the <br /> District Planning Law and create the Bay Area Regional Planning Agency , <br /> whose functions would include those now held by the Metropolitan Transporta - <br /> tion Commission and the Bay Area Sewer Services Agency , The new agency <br /> would be required to prepare , adopt , maintain, review and revise a regional <br /> plan , with authority to effectuate the plan . ( Copies of the Bill , with <br /> summary prepared by Association of Bay Area Governments , and outline of <br /> recent amendments , were provided to Council . ) In recommending support of <br /> AB 2040 , Committee noted that local government has long supported concept <br /> embodied in the Bill , in that unique planning problems are created in the <br /> Bay Area by virtue of its highly urbanized character , number and variety <br /> of local entities and agencies , variety in geographical and natural <br /> characteristics , and relative compactness of the region itself , Committee <br /> believes that A . B . 2040 provides a means of dealing with these problems <br /> and recommended support . <br /> Councilman Rhodes commented on the composition of the Agency ' s Board , and <br /> Councilman Henderson advised that San Mateo County would have four repre .- <br /> sentatives , two being City Councilmen selected by the Mayors ' Selection <br /> Committee , and that the entire Board would be made up of Mayors , Supervisors <br /> and Council Members , fulfilling the idea of what Councilmen and Mayors feel <br /> it should be . In response to question as to why only the Bay Area is <br /> affected , Councilman Henderson noted that the 9-County area has distinctive <br /> characteristics , and further , there is the example of absence of regional <br /> planning in the Los Angeles Basin and it was hoped to avoid repetition of <br /> those problems in the San Francisco Bay area . City Manager added that one <br /> other reason is that the Bay Area is visited by more single -purpose agencies <br /> than any other area of the State . <br /> 2 . Alcoholism Prevention and Rehabilitation ( S . B . 204) . Would provide for <br /> state support and involvement in local alcoholism prevention and rehabilita- <br /> tion programs and provide for local preparation and administration of those <br /> programs . Substantial evidence exists that alcoholism is a major problem in <br /> our society , being the major cause of traffic accidents and a large contributor <br /> to all kinds of crimes . Further , a city is affected by this disease to the <br /> extent that it becomes a problem for a city in its capacity as an employer . <br /> Committee recommends support for S .
