451 <br /> 5 . State Land Use Commission - " Spot Bill " . The entire text of the substantive <br /> provisions of A . B . 2029 consists of the following : "65050 (Government Code ) <br /> There is hereby created in the State government the State Land Use Commission . " <br /> A . B . 2029 exemplifies the " spot bill " technique used by certain legislators <br /> for the purpose of introducing a bill which is innocuous on its face , but <br /> preserves the opportunity for later amendment at the author ' s convenience in <br /> accordance with assembly or senate rules . In some instances the device is <br /> used to advance far -reaching and drastic legislation to the floor without <br /> opportunity for committee hearings or other review , bypassing traditional <br /> legislative processes . In the case of A . B . 2029, grave concern is raised as <br /> to what the author may have in mind with respect to the ultimate substantive <br /> provisions . Creation of a " State Land Use Commission " at least inferentially <br /> gives rise to the conclusion that some thought is being given to shifting <br /> land use planning and/or regulation to the State government . Committee <br /> recommends opposition to A . B . 2029 . <br /> 6 . Charter Amendments , Committee discussed briefly the subject of amendments <br /> to the City ' s Charter in that considerable lead time should be given in ad- <br /> vance of next spring ' s elections , in order to carry out legal procedural re- <br /> quirements and practical aspects of proposing and adopting amendments to the <br /> Charter . However , Committee believes there is no evident need at this time <br /> for substantive amendments to the Charter . <br /> 7 . Annual Conference - League of California Cities . Committee reminded <br /> Council that the League of California Cities annual conference was scheduled <br /> for October 21-24 , 1973 in San Francisco . In this regard , Council ' s attention <br /> is invited to League ' s bulletin dated May 25 , 1973 , advising of the time re - <br /> quirements for submitting program ideas as well as proposed resolutions , Con- <br /> sidering the importance of the conference , Committee encourages full participa- <br /> tion by the City . <br /> Councilman Norris moved to accept the report and authorize implementation of the <br /> recommendations , seconded by Councilman Rhodes and carried , <br /> (MINUTE ORDER #73 -86 ) <br /> Temporary use of service area - City of Belmont . Staff recommended utilization <br /> of City of Belmont ' s maintenance service area for overnight parking of City ' s <br /> maintenance truck used by the Parks and Recreation Department in maintenance <br /> of the Redwood Shores area , in order to conserve on gasoline during the present <br /> shortage . City Manager of Belmont is agreeable to the arrangement with the <br /> condition that Redwood City provide a release of liability or hold-harmless <br /> statement . <br /> Councilman Leipzig moved to adopt RESOLUTION NO . 6945 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR VEHICULAR PARKING AT BELMONT CORPORATION YARD AREA , <br /> seconded by Councilman Norris and carried on roll call vote . <br /> 6/25/73 <br /> Reg .
