452 Councilman Williams moved to adopt RESOLUTION NO , 6946 APPROVING AND AUTHORIZ - ING EXECUTION OF AGREEMENT FOR PREPARATION OF ENVIRONMENTAL IMPACT REPORT - REDWOOD PENINSULA GENERAL PLAN REVISIONS , seconded by Councilman Norris . Staff report indicated the agreement would provide for preparation of Environmental Impact Report for Redwood Peninsula in accordance with City ' s Environmental Impact Report regulations . The consultant ' s services would be funded by the developer , Mobil Estates , Ltd . In response to question by Councilman Norris , Planning Director indicated that the proposed revision of the General Plan for Redwood Peninsula was as proposed by Mobil Oil Estates Ltd . Out of several conferences between Mobil Oil representatives the prospective consultants , and himself developed a broad range of parameters for pursuit of an Environmental Impact Report for pursuit of an EIR that would meet all legal requirements for consideration of impact on the environment of the General Plan revision . He noted that in the last revi - sion of the California Environmental Quality Act , General Plans were included as one of those entitlements by a public body that required an Environmental Impact Report . He indicated that following the conferences , scope of work was evolved and the consultants determined how much it would cost them to per- form the work . Mobil evidenced their concurrence by virtue of the fact they had deposited with the City the $60 , 000 to pay for the services . He expressed the hope , in response to further question by Councilman Norris , that concerned citizens would become involved immediately in consideration of the EIR , and further that if involvement was not voluntarily forthcoming , it would be sought . Motion carried on roll call vote . CONSENT CALENDAR : At request of Councilman Rhodes , Consent Calendar Item (e ) was considered separately . ( e ) Councilman Weymouth moved to adopt ORDINANCE NO . 1565 OF THE CITY OF REDWOOD CITY ADOPTING THE FINAL BUDGET OF THE CITY OF REDWOOD CITY FOR THE FISCAL YEAR JULY 1 , 1973 - JUNE 30 , 1974 ; PROVIDING FOR THE APPROPRIATION AND EXPENDITURE OF ALL SUMS SET FORTH IN SAID BUDGET ; PROVIDING FOR EMERGENCY EXPENDITURES , TRANSFERS , ADDITIONAL APPROPRIATIONS AND CANCELLATION OF EXIST- ING APPROPRIATIONS ; THE DISPOSITION OF UNEXPENDED UNENCUMBERED MONEYS IN FUNDS AT CLOSE OF FISCAL YEAR ; AMENDING THE DISPOSITION OF PROCEEDS COLLECTED UNDER ARTICLE I , CHAPTER 32 , OF THE REDWOOD CITY CODE ; ADOPTING THE BUDGETS FOR GENERAL IMPROVEMENT DISTRICTS NO . 1 -64 , NO . 1 -65 , NO . 2 -65 AND 3 - 65 FOR THE FISCAL YEAR JULY 1 , 1973 - JUNE 30 , 1974 ; AND REPEALING ORDINANCE NO , 1534 , AS AMENDED , AND ALL ORDINANCES AND RESOLUTIONS IN CONFLICT HEREWITH , seconded by Councilman Williams and carried on roll call vote , Councilman Rhodes voting no . 6/25/73 Reg .
