468 <br /> Councilman Henderson expressed annoyance that the County is prodding the <br /> City to serve these homes , while at the same time is delaying City ' s <br /> capability to do so , and recognized that it was causing a hardship on the <br /> people in that area . <br /> In further discussion , City Manager indicated that he felt that after land <br /> use decision has been made , as a general principle it would be wise for the <br /> City to require annexation wherever sanitary sewer facilities are extended , <br /> being the only way to enforce land use decisions . The present problem in- <br /> volves trying to get action rapidly enough through a logical process so as <br /> to not delay solution to a problem that appears to be worsening . <br /> Councilman Henderson suggested , and Mayor Keckley concurred , that the <br /> Council and Commission discuss what the position should be with respect to <br /> responding to the County ' s request , and indicated that the County should <br /> be informed that only after a General Plan is adopted by both City and <br /> County for this area would there be any consideration of annexation . Mayor <br /> Keckley noted that he had some years ago favored a moratorium on annexa - <br /> tions , and that now with a General Plan under way , City should still weigh <br /> the decision as to whether or not it was advantageous to annex additional <br /> land to the City . He also agreed that further connection to the sewer system <br /> should not take place unless the property is annexed , and noted that the <br /> problem originates outside the City limits and exists only because the <br /> residents wished to remain outside the City . Councilman Rhodes commented <br /> that one thing that came out during the studies was the fact that very few <br /> of those residents want to annex to the City and do not consider that a <br /> solution . City Manager agreed that this was the attitude , but pointed out <br /> that sewer connections to the unincorporated area deprives that many <br /> connections within the City limits . <br /> Commissioner Johnson asked whether the County had expressed an opinion as <br /> to whether it wanted the City to annex that area or not . Mayor Keckley <br /> responded that it was not a question of whether the County wished the City <br /> to annex or not , but noted that the Local Agency Formation Commission had <br /> designated the area as being within the sphere of influence of Redwood City , <br /> Councilman Weymouth recalled that many years ago there had been an effort <br /> to annex the area , but the property owners voted against it at that time . <br /> He questioned whether the City can refuse service in view of the definite <br /> health problem . City Attorney responded affirmatively . However , he noted <br /> a comment by the City Manager earlier concerning extension of service to <br /> accommodate an individual in the unincorporated area , and advised that in <br /> doing so , if the service is brought past some undeveloped lots , chances <br /> are the law would hold that the City would have to service those undeveloped <br /> Ad j .
