467 <br /> Resources Control Board had declared the San Francisco area a critical area , <br /> and had adopted a regulation stating that no State or Federal Grant funds <br /> would be approved for waste water discharge projects which do not follow a <br /> "no growth " formula or so - called " E " curve based on zero in-migration . Cost <br /> of any project serving a population beyond that would be borne by the local <br /> agency , and she expressed concern that grant funds could be withheld under <br /> this regulation . City Manager responded in detail , indicating that the "E " <br /> curve was originated by the Environmental Protection Agency and was a policy <br /> passed down to the state level and where the air resources problem is being <br /> related to the water quality problem , although he felt that the State Water <br /> Resources Board had not been able to adequately state the rationale for <br /> specific application of this curve to water quality matters , particularly <br /> in areas of responsibility assigned by law to water quality control . This <br /> w ould be one of the matters to be discussed with the Regional Water . Quality <br /> Control Board , <br /> Emerald Lakes -Redwood City Hillside General Plan . City Manager referred to a <br /> letter dated July 10th from the County Health Department , copies of which <br /> w ere provided to Council , relating to the increasingly serious health threat <br /> due to failing septic tanks in the Emerald Hills unincorporated area , and <br /> which requests sewer connections to the City system for some 500 homes . He <br /> noted there were instances of individual outside connections which were <br /> authorized because of " cease and desist " notices issued to private property <br /> owners by the County Health Department , and the City found itself in a <br /> position of not having a policy as to how far it should extend facilities <br /> into the Hills area in view of the absence of a General Plan for that area . <br /> A joint General Plan study was conducted by City and County and the results <br /> are in process of being published , and he indicated City had urged that <br /> public hearings be held , aiming toward adoption of such a Plan for the <br /> Emerald Hills area so as to lay a foundation determination of utility ex- <br /> tension and for an annexation policy , rather than simply extending sewers <br /> w ithout regard to whether City has the capacity to serve them . He felt <br /> that land use decisions should come first , and based upon that , formulate <br /> sewer extension policy and annexation policy . He indicated in response to <br /> question relative to when the General Plan might be adopted , that the City <br /> has been ready to publish for several weeks , but that adoption of the plan <br /> would depend upon how soon the County is ready . <br /> Planning Director responded to question concerning procedure for the public <br /> hearings , advising that the Planning Commission has already scheduled a <br /> date of August 21 for their first public hearing, and County has proposed <br /> a joint hearing at the Planning level to be held some time in September . <br /> Assuming the Steering Committee has proposed an acceptable plan , he felt <br /> that it could be adopted by both City and County by September or October . <br /> Adj .
