<br /> Mayor Keckley called the meeting to order at 7 : 00 p . m .
<br /> ON ROLL CALL , the following were noted present : Councilmen Mary W . Henderson ,
<br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth ,
<br /> Mayor Paul C . Keckley , and City Clerk Marian McCrindle . Councilman James S .
<br /> Williams was noted absent . Also noted present were City Manager James M . Pales ,
<br /> Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith ,
<br /> Planning Director Ken Schroeter , Director of Public Works Richard J . Pusich ,
<br /> and Deputy City Clerk Frances I . Reggetts .
<br /> Planning Commission members present were : Richard E . Arnold , Elise M. Johnson ,
<br /> Melvin C . Kerwin, and John G . Murphy , and Secretary Patricia West .
<br /> Strategic Consolidated Sewerage Plan ( SCSP) . City Manager reviewed progress on
<br /> this matter since the previous joint Council -Commission study session , particu-
<br /> larly with respect to activities of the Joint Powers Authority , i . e . , Redwood
<br /> City , Belmont and San Carlos , This agency ( SCSP ) has reviewed an outline
<br /> prepared by staff , copies of which he indicated would be distributed shortly to
<br /> Council and Commission . This covers financial and organization considerations
<br /> in terms of construction of the facility , which is now recommended to be a four-
<br /> community treatment facility at the end of Redwood Peninsula . At that meeting
<br /> John Jenks , of Jenks and Adamson, distributed a synopsis of portion of the sub -
<br /> regional report which is expected to be ready for distribution to the agencies
<br /> in the County this month . The synopsis provided costs , which agencies should
<br /> consolidate with others on the Bay side of County as well as on the coast side ,
<br /> and the basic recommendation of the engineers that it be a four- city facility ,
<br /> for Menlo Park sanitary district , Belmont , San Carlos and Redwood City , to be
<br /> constructed jointly . Total financial obligation in 1975 -76 on behalf of Redwood
<br /> City would amount to approximately 8 . 9 million dollars , which would be with a
<br /> Federal Grant program in effect , or a total outlay by Redwood City of 1 . 1 million
<br /> dollars . He noted that problems involving Federal and State grant programs are
<br /> still present , and efforts are being made to solve them, one process being
<br /> through the study , which SCSP has approved in principle and authorized formation
<br /> of a steering committee . Also it is planned to meet with representatives of
<br /> the Regional Water Quality Control Board to discuss a Federal State Grant for
<br /> the project . He understood this was scheduled for next week in Oakland , Among
<br /> other things , it is necessary to have specific information for SCSP in terms of
<br /> getting the facility funded at an early date .
<br /> Councilman Henderson referred to a report from the Environmental Quality
<br /> Coordinating Council , and one paragraph of resume of their recent meeting
<br /> stated that at behest of the State Air Pollution Control Board , the State Water
<br /> Adj . Reg . Mtg .
