470 <br /> City Attorney responded that if it did constitute a health hazard and public <br /> nuisance in the City , it should be investigated and there were legal reme - <br /> dies . <br /> Councilman Rhodes noted that the residents in the hills area were looking _ . <br /> forward to seeing the plan proceed and some decisions made , and felt they <br /> were ready to face up to whatever must be done . <br /> Goal Setting . City Manager suggested that Council and Commission might <br /> take a few minutes for a very preliminary discussion of goal - setting pro- <br /> jects going on now with respect to several elements of the General Plan <br /> which were in various stages of completion , to provide examples of what <br /> had been done so far . Planning Director distributed to the Council and <br /> Commission copies of outlines of goals for several of the elements , and <br /> spoke briefly on each : Ranges of Goals Options prepared for the water- <br /> front area ; Housing Goals adopted by the Housing Concerns Committee ; and <br /> goals relating to Land Use Element , Traffic Circulation , and Conservation . <br /> The latter three elements were taken from the 1970 Redwood City General <br /> Plan Advisory Committee goals , and began with an introductory paragraph , <br /> followed by three basic goals relating to physical environment , social <br /> concerns , and environmental quality . He commented on deadlines established <br /> by State law , but indicated there is a likelihood that extensions of time <br /> would be granted . <br /> City Manager pointed out that in reviewing the suggested goals , it would <br /> be noted there may be conflicts in listed goals for one area as opposed <br /> to another and that reconciliation would be required . Planning Director <br /> felt that it was important to adopt a plan as a beginning process , rather <br /> than attempt to wait until a "perfect " plan is developed , <br /> Commissioner Kerwin expressed his concern and that of the other Commis - <br /> sioners with respect to differences between Council and Commission and the <br /> hope that in these joint meetings such matters could be reconciled . As <br /> an example , he noted that he had read in the newspapers that the City was <br /> suggesting that San Carlos Airport be relocated , and viewed this as mean- <br /> ing the previous action of the Planning Commission , in suggesting that <br /> extension of the airport would be a good thing , as inoperative . He saw <br /> this as a conflict between Council goals and the jurisdiction of the <br /> Planning Commission . Planning Director responded that , as the City <br /> Manager had indicated , there would be conflicts even among the goals of <br /> the various elements , as well as between current goals and those <br /> recommended in 1970 by various committees . <br /> The only thing the City has is an unofficial goal to go by , and the 1970 <br /> report did recommend that the airport should be expanded , so that if the <br /> City position has changed , he felt it was all the more important to state <br /> Adj .
