He felt that the question of relevance to functions of the body <br /> whose action was being appealed related to provisions of Article 45 of the <br /> Zoning Ordinance , and stated that it was his conclusion that the appeal was <br /> properly before Council . <br /> Barry Slat , partner in OSB Construction Co . , indicated <br /> that he agreed low - income housing was necessary , but <br /> that it was unrealistic to expect private builders to <br /> do it if the government cannot . <br /> The outgoing president of Windsor Gardens No . 1 , <br /> directly opposite the proposed development , indicated <br /> that initially they opposed the project on the basis <br /> of anticipated traffic problems , but were reassured <br /> by the Traffic Engineer ' s conclusions and no longer <br /> opposed it . <br /> William Tresnon , 634 Leahy Street , commented on the <br /> recent increase in property taxes on their units , and <br /> expressed concern about the effect of the proposed <br /> development on their property values . <br /> City Attorney asked that the record show submittal of the following documents : <br /> Statement of the action by the Architectural Review Committee dated July 2 , <br /> 1973 , transmitting excerpts from Minutes of Architectural Review Committee of <br /> June 19 , 1973 ; Staff Report covering Agenda Item #1 of Architectural Review <br /> Committee of June 19, 1973 ; Environmental Impact Report EIR73 -39 with attach - <br /> ments , letter of appeal dated June 26 , 1973 , signed by David Ransom and <br /> Maxim K . Rice , letter submitted by Louis L . Knowles , Director , Land for People <br /> Organization , and letter from Mrs . A . D . Gourley , 315 Carlos Ave . , with <br /> attachment of her letter to Planning Director . <br /> There being no further written communications or oral discussion , Councilman <br /> Weymouth moved to close the public hearing , seconded by Councilman Rhodes <br /> and carried . <br /> Mayor Keckley stated that the Planning Commission would take the record of <br /> tonight ' s public hearing under advisement , and report back to Council at the <br /> earliest possible date . City Attorney advised that , since the public hearing <br /> had been closed , and no meeting date had been set , in order to provide notice <br /> to the appellant and applicant , the City Clerk is to notify those two parties <br /> in any event . In response to question by Mayor Keckley , Planning Director <br /> indicated that at the Planning Commission level , without public hearing , the <br /> matter might be considered the following evening if Chairman Soderer and the <br /> Commission are willing to take it up as a non-agenda item . Otherwise , the <br /> next meeting would be August i4 , 1973 . <br /> Councilman Norris moved that the results of the City Council public hearing <br /> on this matter be referred to the Planning Commission for recommendations <br /> back to Council , seconded by Councilman Leipzig . City Attorney noted that <br /> since this was a public hearing , the absent two Council Members would be <br /> unable to participate when it comes before Council again .
