Barry Slat , partner in OSB Construction Co . , indicated that he agreed low - income housing was necessary , but that it was unrealistic to expect private builders to do it if the government cannot . The outgoing president of Windsor Gardens No . 1 , directly opposite the proposed development , indicated that initially they opposed the project on the basis of anticipated traffic problems , but were reassured by the Traffic Engineer ' s conclusions and no longer opposed it . William Tresnon , 634 Leahy Street , commented on the recent increase in property taxes on their units , and expressed concern about the effect of the proposed development on their property values . City Attorney asked that the record show submittal of the following documents : Statement of the action by the Architectural Review Committee dated July 2 , 1973 , transmitting excerpts from Minutes of Architectural Review Committee of June 19 , 1973 ; Staff Report covering Agenda Item #1 of Architectural Review Committee of June 19, 1973 ; Environmental Impact Report EIR73 -39 with attach - ments , letter of appeal dated June 26 , 1973 , signed by David Ransom and Maxim K . Rice , letter submitted by Louis L . Knowles , Director , Land for People Organization , and letter from Mrs . A . D . Gourley , 315 Carlos Ave . , with attachment of her letter to Planning Director . There being no further written communications or oral discussion , Councilman Weymouth moved to close the public hearing , seconded by Councilman Rhodes and carried . Mayor Keckley stated that the Planning Commission would take the record of tonight ' s public hearing under advisement , and report back to Council at the earliest possible date . City Attorney advised that , since the public hearing had been closed , and no meeting date had been set , in order to provide notice to the appellant and applicant , the City Clerk is to notify those two parties in any event . In response to question by Mayor Keckley , Planning Director indicated that at the Planning Commission level , without public hearing , the matter might be considered the following evening if Chairman Soderer and the Commission are willing to take it up as a non-agenda item . Otherwise , the next meeting would be August i4 , 1973 . Councilman Norris moved that the results of the City Council public hearing on this matter be referred to the Planning Commission for recommendations back to Council , seconded by Councilman Leipzig . City Attorney noted that since this was a public hearing , the absent two Council Members would be unable to participate when it comes before Council again . Motion carried .
