477 <br /> PUBLIC HEARING , Planning Commission ' s Resolution of Intention initiating proceed - <br /> ings to amend certain sections of the Zoning Ordinance , No . 1130 , relating to <br /> General Zoning Ordinance text amendments . <br /> Mayor Keckley noted that the document before Council was lengthy and complicated , <br /> and that it involved checking it back against the existing ordinance to deter- <br /> _ <br /> mine what is being changed . He expressed willingness to proceed with the public <br /> hearing , if the Council was prepared to do so . Councilman Norris advised that <br /> he had discussed the matter with the Planning Director because of similar con- <br /> cerns , with regard to the absence of sufficient information relative to reasons <br /> for , and consequences of the amendments . Councilman Rhodes supported these <br /> concerns , and also felt that the matter should be given sufficient publicity <br /> because of the significance of the amendments . <br /> Councilman Rhodes moved that the public hearing be continued , without opening , <br /> to August 27 , 1973 , and public given more notice , seconded by Councilman Norris . <br /> Mayor Keckley felt that a change of this kind in the ordinance should also be <br /> considered with a full Council present . City Attorney offered to provide <br /> Council , since there was sufficient lead time , with marked -up copies of the <br /> Ordinance , showing the changes . Council asked that copies also be provided <br /> to the Library , so that citizens would have the opportunity to read it also , <br /> City Manager indicated that in addition , after discussion with Planning <br /> Director , in this case and for similar situations in the future , they would <br /> set about translating this into a philosophy statement of position , and work <br /> that down to specific recommendations . Perhaps that could also be given to <br /> the Library and/or publicized by the media . Mayor Keckley acknowledged that <br /> this would be appropriate . Motion carried , <br /> (MINUTE ORDER #73 -102 ) <br /> REPORTS BY CITY MANAGER . <br /> ( a ) Proposals by Mobil Oil Estates , Ltd . , dated April 1973 , re General <br /> Improvement District No , 1 -64 , and responses by 1illiams -Kuebelbeck & <br /> Associates , Inc . , City Attorney , City Controller , Redwood Shores Homeowners <br /> Association , and City Manager , were submitted to Council , and City Manager ' s <br /> recommendation was to receive the report , and to schedule a separate meeting <br /> for discussion . <br /> City Manager added that since this was a weighty item, covering a long <br /> period of time to reach this point , it would be worthy of a separate public <br /> meeting of Council , other than at a regular meeting so that it could be <br /> fully discussed . <br /> (b ) Proposed Bus Service Extension to San Carlos ; and Possible Bus Service <br /> Extension to North Fair Oaks unincorporated area . Councilman Rhodes , Chair- <br /> man of the Transportation Committee , summarized the report , which proposed <br /> the concept of extension of the bus system into San Carlos experimentally <br /> 7-23 -73 <br /> Reg .
