Army Corps of Engineers , San Francisco , Public Notice No . 74-0 -6 , re application by Marine World -Africa U . S . A . for permit for construction of lagoon circulatory system in Belmont Slough . Councilman Norris asked that the following be included as written communication items : 5 . Environmental Quality Coordinating Council , San Mateo County , urging continuation of City ' s membership and participation in their organization . 6 . City of Oakland , inviting representation by Redwood City in their fifth annual Brookfield Labor Day Parade and Picnic , Monday , September 3 . Councilman Norris suggested this be referred to the Peninsula Celebration Association (PCA ) . Councilman Rhodes moved to accept COMMUNICATIONS and authorize implementation of recommendations , seconded by Councilman Norris and carried , (MINUTE ORDER #73 -108 ) City Manager called attention to the announcement from County Supervisors Association of California , of Part One of series of Environmental Manage- ment Institute Workshops , "Land Use Assumptions in Transition " , to be held August 17 , 1973 at 9 : 00 a . m . to 4 p . m . , at Royal Coach Inn , San Mateo . Councilmen Rhodes and Norris expressed interest in attending . Councilman Norris moved to adjourn at 10 : 02 to Executive Session for discussion relating to pending litigation , seconded by Councilman Rhodes and carried . Regular meeting reconvened at 10 : 35 p .m . , and was thereafter adjourned on motion of Councilman Norris , seconded by Councilman Rhodes and carried .
