M . <br /> Pledge of Allegiance was led by Councilman Williams . <br /> Invocation was led by Reverend David Howell , First Congregational Church . <br /> ON ROLL CALL the following were noted present : Councilmen Robert E . Norris , <br /> William C . Rhodes , Ray A . Weymouth , James S . Williams , Vice -Mayor Mary W . <br /> Henderson , Presiding , and City Clerk Marian McCrindle . Councilman Marguerite <br /> Leipzig and Mayor Paul C . Keckley were noted absent . Also noted present were <br /> Assistant City Manager James M . Smith , Assistant City Attorney Clark Maloney , <br /> Acting Chief of Police George Bold , City Controller Jack Ference , Director of <br /> Public Works Richard J . Pusich , Director of Parks and Recreation Max C . Weeks , <br /> Director of Building Maintenance and Transportation Melvin I . Moen , and <br /> Deputy City Clerk Frances I . Reggetts . <br /> Councilman Weymouth moved to approve , as submitted , Minutes of Regular Meeting of <br /> July 23 , 1973 , seconded by Councilman Rhodes and carried , Vice -Mayor Henderson <br /> abstaining , having been absent from the meeting . <br /> PUBLIC HEARING , Resolution of Intention to vacate a portion of a public utilities <br /> easement in Lots 10 and 11 , Block 1 , Friend Industrial Tract , Redwood City , <br /> declared open , and affidavits of publication and posting ordered filed . <br /> Resolution of Intention was adopted by City Council on July 16 , 1973 to vacate <br /> portion of a public utility easement on this site , setting public hearing for <br /> this date . Request was made by Bay Slurry Seal Company , owner of the property . <br /> Staff recommended approval , and the utility companies had agreed to the aban- <br /> donment . <br /> There being no communications or oral discussion , Councilman Norris moved to <br /> close the public hearing , seconded by Councilman Rhodes and carried . <br /> Councilman Williams moved to adopt RESOLUTION NO . 6966 VACATING AND ABANDONING A <br /> PORTION OF A PUBLIC UTILITIES EASEMENT IN LOTS 10 AND 11 , BLOCK 1 , "FRIEND <br /> INDUSTRIAL TRACT , " REDWOOD CITY, CALIFORNIA , seconded by Councilman Norris and <br /> carried on roll call vote , Councilman Leipzig and Mayor Keckley being noted <br /> absent . <br /> Proposed Adjustment to Automobile Allowance Schedule . <br /> Detailed report was submitted to Council by City Manager and City Controller . <br /> (For full report see City Clerk ' s file - Administration - City Controller . ) <br /> In response to questions by Council , City Controller indicated that in <br /> comparing variable costs , revised recommendations were based on costs for <br /> City vehicles , and local conditions . Also that the recommended increase <br /> from 10¢ per mile to 13 $ per mile was calculated as a compromise between <br /> costs for operating a medium size automobile 15 per mile )} and a compact <br /> p p <br /> 8/6/73 <br /> Reg .
