Membership in the Japan-American Conference of Mayors and Chamber of Commerce Presidents , City had received an invitation from the Japan-American Conference of Mayors and Chamber of Commerce Presidents for membership in the conference , which is primarily oriented toward promotion of international trade , The invitation had been referred to the Port Commission who indicated a favorable response , and it was therefore recommended that the City join the Conference as a "participating member " for the first year , at a cost of $100 . 00 . Assistant City Manager advised that it was felt membership would be beneficial to the City for promotional purposes . Vice -Mayor Henderson indicated that she favored the membership , and knew of some cities which were very active in this group and found it very beneficial , even where they did not have the Port facilities Redwood City has . She noted there would be a conference in San Francisco in November , Councilman Norris moved to approve membership by Redwood City in the Japan- American Conference of Mayors and Chamber of Commerce Presidents as a "participating member " for the first year at a cost of $100 , seconded by Councilman Rhodes and carried . Councilman Norris stated that he had read the agreement and that it did have the safe - guards as outlined in the Budget sessions , Councilman Rhodes indicated that he still maintained his opposition to the policy of giving taxpayers ' money to groups administered by persons who are not elected by the citizens .
