484 ( c ) Adoption of RESOLUTION NO , 6970 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR EXPERT PERSONAL SERVICES ( SEWAGE TREATMENT PLANT OPERA - TION) (R & L Digester Co . ) Director of Public Works responded to questions by Council , indicating that the residue from the digester would probably remain on site for approximately a year and a-half to permit time for it to become dry enough to truck out . He felt that there would be less odor than when the primary digester was cleaned and should be of short duration . He also indicated that although his report recommended cleaning every five years , if plans go according to schedule , the new facilities should be in operation before it would need cleaning again . ( d ) Adoption of RESOLUTION NO , 6971 ASCERTAINING AND DETERMINING THE GENERAL PREVAILING RATE OF PER DIEM WAGES IN THE LOCALITY . In accor- dance with Labor Code Section 1773 , City may publish annually updated wage rates for tradesmen who perform labor in public works projects in lieu of publishing with each call for bids . Resolution amends rates for Fiscal Year 1973 -1974 . ( e ) DAMAGE CLAIMS : ( 1 ) David P . Ortega , 683 Portola Valley , for property damages allegedly caused by negligent operation of a City-owned vehicle . ( 2 ) Richard G . Kelly and Elaine G . Kelly , 792 Canyon Road , for property damages allegedly caused by sewer backing up . ( Council action would deny claims and refer to insurance carrier . ) MINUTE ORDERS #73 -110-A and 73 - 110 -B ( f) ACCOUNTS PAYABLE , Nos . 97908 to 98000 , inclusive , totaling $ 148 , 822 . 83 , ( Council action would approve accounts for payment by City . ) Councilman Norris moved to approve CONSENT CALENDAR , Items (b ) through ( f) , seconded by Councilman Weymouth and carried on roll call vote , Councilman Leipzig and Mayor Keckley being noted absent . COMMUNICATIONS : (a ) Written -- Copies submitted to Council : 1 , Emerald Lakes Hills Association request for Council to set agenda date for discussion of sewage problems in Emerald Lakes area in _--- order they might appear . (Report was submitted to Council and it was noted Planning Commission will hold a public hearing on August 21st . Councilman Rhodes advised that it was hoped the report on Emerald Lakes/Redwood City Hillside General Plan would be published on August 9th . 2 , J .
