Letcher , 588 Arboleda Dr . , Los Altos , regarding alleged damages to property owned at 620 Hopkins due to City-owned water line which had not been properly repaired by City forces . (Offi - cial claim form forwarded by City Clerk . ) )4 Eddie Mae Spiller , Chairman , The Emergency Hunger Fund of Redwood City , requesting $ 500 of Federal Revenue Sharing Funds for their program . ( Communication in support of this request from The American National Red Cross , Golden Gate Chapter , Regional Assis - tant Director , Mrs . Ruth B . Miles . ) Councilman Rhodes acknowledged this fund as being a very fine charity to which individuals and service groups should contribute , but opposed the use of taxpayers ' money for the purpose . Vice -Mayor Henderson noted that the recommended action was referral to Staff for a report back and no vote was intended as to whether or not to appropriate the funds . Councilman Rhodes stated that he opposed referring the request to Staff and felt that it would establish a precedent for many similar requests . Councilman Weymouth moved to refer the request to Staff for recommendation , seconded by Councilman Norris . Councilman Norris asked that with the report back to Council an indication be given of the degree of involvement of the City in support of this activity and all others . Motion carried on roll call vote , Councilman Rhodes voting no , and Councilman Leipzig and Mayor Keckley being noted absent . City Clerk was instructed by Vice -Mayor Henderson to convey to Mrs . Spiller the action taken by Council so that she would be aware . (Memo 8/7/73 ) 5 . James D . Rowbotham , 4208 -14 Farm Hill Blvd . , requesting Council consideration for extension of bus service on Farm Hill Boulevard , due to additional apartment construction and apparent need . (Recommendation was to refer to Transportation Committee . ) 6 . St . Jude Children ' s Research Hospital (ALSAC ) , notification of planning for their 1st Annual Torch Relay on September 22nd from San Francisco South through Peninsula to San Jose , and then North 1 to Oakland , and asking for Council ' s support and/or participation . 7 . M . D . Tarshes , County Manager , requesting action by Council to indicate City ' s intentions regarding solid waste planning pursuant to the new State law , including a proposed Resolution , ( City Manager ' s report was submitted to Council . ) Vice -Mayor Henderson indicated that if Council desired to support the request , it was the recommendation of Staff that a resolution be adopted to that effect : 8/6/73 Reg .
