486 <br /> RESOLUTION NO . 6972 APPROVING THE CONCEPT THAT THE COUNTY OF SAN <br /> MATEO IS THE APPROPRIATE GOVERNMENTAL ENTITY TO OVERSEE SOLID <br /> WASTE MANAGEMENT PLANNING FOR THE AREA WITHIN SAID COUNTY . <br /> Councilman Weymouth moved to accept COMMUNICATIONS , Nos . 1 , 2 , 3 , 5 , 6 and 7 , in- <br /> cluding adoption of Resolution No . 6972 , and authorize Staff implementation <br /> as directed , seconded by Councilman Norris and carried on roll call vote , <br /> Councilman Leipzig and Mayor Keckley being noted absent . (MINUTE ORDER #73 -111 ) <br /> Vice -Mayor Henderson instructed that letters be directed in response to the <br /> communications as follows : Mrs . Phillips ( 1 ) , Mr . Arellano (2 ) , and Eddie <br /> Mae Spiller (4) , to indicate to them Council had taken action and to indicate <br /> what the referrals were . <br /> Councilman Norris noted receipt of communication and attachments from Tony <br /> M . Gonzales , President , Mexican American Unity Council , expressing concern <br /> with regard to Probe ' s activities . He referred to the related item on the <br /> Consent Calendar relating to agreement with Probe , noting that the account - <br /> ability being asked for was included in the agreement . He felt it would be <br /> inappropriate therefore for staff to be involved at this point in this in- <br /> vestigation . Assistant City Manager suggested that it would be the recom- <br /> mendation of City Manager ' s office to do nothing until something specific is <br /> received from them . <br /> (b ) Oral Communications : <br /> Mrs . Liesel Emmerich , 436 Clinton Street , noted the <br /> approaching reopening of schools and expressed con- <br /> cern about the dangers of bicycle riding . She <br /> suggested green striping along the streets to mark <br /> bike paths . Vice -Mayor Henderson recalled that Mrs . <br /> Emmerich had appeared previously regarding bicycle <br /> safety and discussions with the Chief of Police had <br /> been urged . She was sure that the Acting Chief of <br /> Police would , as the opening of school approached , <br /> intensify the program of educating youngsters on <br /> safe bicycling , and also felt that painting of green <br /> lines should not be done indiscriminately without <br /> adequate studies . <br /> Vice -Mayor Henderson referred to reminder to Council concerning scheduling of <br /> appointments to vacancies on the Park and Recreation Commission and Planning <br /> Commission . Following some discussion it was felt that it would be desirable <br /> to have the full Council present and due to vacations and forthcoming holidays , <br /> it appeared this would not be possible until late in August . <br /> Councilman Weymouth moved to defer close of nominations for both Planning Com- <br /> mission and Park and Recreation Commission until August 27th , seconded by <br /> Councilman Williams and carried , Councilman Rhodes voting no . <br /> Vice -Mayor Henderson asked that the calendar of appointment be set up with <br /> appointment to both Commissions scheduled for September 17 , and certification <br /> on September 24 . <br /> Vice -Mayor Henderson reminded Council of their having scheduled an adjourned <br /> meeting on August 22 , 1973 , on General Improvement District 1- 64 , and also <br /> 8/6/73 <br /> Reg .
