Hand written proposal for rehabilitation of the building was not <br /> clearly or sufficiently responsive to provide compliance , and further attempts <br /> to communicate with Mr . Longo were unsuccessful other than by hand delivery <br /> by a police officer . The report emphasized that the prime concern was to <br /> provide Mr . Longo with an understanding of his responsibilities as the owner <br /> in maintaining an unsafe building . Recommendation of the Building Department <br /> was abatement by demolition at estimated cost of $700 to $ 900 , due to advanced <br /> stages of deterioration , non- conformance to requirements of Fire and Zoning <br /> Ordinances , and due to economic infeasibility of rehabilitation . <br /> There was no response to Vice -Mayor Henderson ' s invitation for comment from <br /> Council and from the owner , Mr . Longo . City Attorney asked that the record <br /> show the owner was present in the audience and was offered the opportunity to <br /> respond , Upon advice of City Attorney , Vice -Mayor Henderson ordered that the <br /> written report from the Chief Building Official be received in evidence as <br /> part of the record , <br /> There being no further discussion or written communications , Councilman Weymouth <br /> moved to close the public hearing, seconded by Councilman Leipzig and carried . <br /> Councilman Leipzig moved to adopt RESOLUTION NO . 6974 DECLARING STRUCTURE LOCATED <br /> AT 48 LAUREL STREET IN THE CITY OF REDWOOD CITY TO BE A PUBLIC NUISANCE, <br /> DIRECTING THE OWNER TO ABATE SAID NUISANCE, AND ORDERING THE EXPENSE OF ABATE- <br /> MENT TO BE MADE A LIEN UPON THE LAND IN THE EVENT THE NUISANCE IS NOT ABATED <br /> BY THE OWNER , seconded by Councilman Norris and carried on roll call vote , <br /> Councilman Williams and Mayor Keckley being noted absent . <br /> Revised San Mateo County Operational Area Civil Defense and Disaster <br /> Organization Agreement . Staff report indicated that the County had requested <br /> that Council enter into an amended agreement with the San Mateo Operational <br /> Area Civil Defense and Disaster Organization, which has not been updated since <br /> the original agreement dated September 5 , 1963 . Amendments included a provision <br /> ( Section J of the agreement ) that "each voting member or his eligible alternate <br /> shall receive an honorarium as prescribed by the Area Disaster Council and <br /> approved in the yearly budget " . The amount of the honorarium was set at <br /> $ 50 . 00 per meeting attended . In response to question by Councilman Norris <br /> as to the frequency of the meetings , Vice -Mayor Henderson advised they were <br /> scheduled on a monthly basis . In discussion of the membership of the Area <br /> Disaster Council , Fire Chief Keller advised that the Mayor of each city , or <br /> his Councilman alternate in case of his inability to attend , were representa- <br /> tives as voting members .
