494 appeared in the office of the Chief Building Official on May 24 , 1973 and was advised to initiate action to respond to concerns of the department by June 1 , 19 73 . Hand written proposal for rehabilitation of the building was not clearly or sufficiently responsive to provide compliance , and further attempts to communicate with Mr . Longo were unsuccessful other than by hand delivery by a police officer . The report emphasized that the prime concern was to provide Mr . Longo with an understanding of his responsibilities as the owner in maintaining an unsafe building . Recommendation of the Building Department was abatement by demolition at estimated cost of $700 to $ 900 , due to advanced stages of deterioration , non- conformance to requirements of Fire and Zoning Ordinances , and due to economic infeasibility of rehabilitation . There was no response to Vice -Mayor Henderson ' s invitation for comment from Council and from the owner , Mr . Longo . City Attorney asked that the record show the owner was present in the audience and was offered the opportunity to respond , Upon advice of City Attorney , Vice -Mayor Henderson ordered that the written report from the Chief Building Official be received in evidence as part of the record , There being no further discussion or written communications , Councilman Weymouth moved to close the public hearing, seconded by Councilman Leipzig and carried . Councilman Leipzig moved to adopt RESOLUTION NO . 6974 DECLARING STRUCTURE LOCATED AT 48 LAUREL STREET IN THE CITY OF REDWOOD CITY TO BE A PUBLIC NUISANCE, DIRECTING THE OWNER TO ABATE SAID NUISANCE, AND ORDERING THE EXPENSE OF ABATE- MENT TO BE MADE A LIEN UPON THE LAND IN THE EVENT THE NUISANCE IS NOT ABATED BY THE OWNER , seconded by Councilman Norris and carried on roll call vote , Councilman Williams and Mayor Keckley being noted absent . Revised San Mateo County Operational Area Civil Defense and Disaster Organization Agreement . Staff report indicated that the County had requested that Council enter into an amended agreement with the San Mateo Operational Area Civil Defense and Disaster Organization, which has not been updated since the original agreement dated September 5 , 1963 . Amendments included a provision ( Section J of the agreement ) that "each voting member or his eligible alternate shall receive an honorarium as prescribed by the Area Disaster Council and approved in the yearly budget " . The amount of the honorarium was set at $ 50 . 00 per meeting attended . In response to question by Councilman Norris as to the frequency of the meetings , Vice -Mayor Henderson advised they were scheduled on a monthly basis . In discussion of the membership of the Area Disaster Council , Fire Chief Keller advised that the Mayor of each city , or his Councilman alternate in case of his inability to attend , were representa- tives as voting members .
