Councilman Norris expressed concern with respect to payment of the $ 50 <br /> honorarium per meeting , in view of numerous other meetings attended by Council <br /> Members , Commissioners , etc . , without remuneration . Councilman Rhodes con - <br /> curred and stated he would oppose the honorarium . Vice -Mayor Henderson re - <br /> called that Council previously did strongly oppose efforts to pay themselves <br /> for attendance at meetings , that she shared the concerns expressed and felt <br /> that it was counter -productive technique to attempt to attract attendance by <br /> offering payment . During further discussion , Assistant City Manager noted <br /> that members need not accept the honorarium . Vice -Mayor Henderson expressed <br /> support for participation , but not for acceptance of payment for attendance , <br /> and it was her understanding the City had the right to approve the agreement , <br /> excluding the proposed amendments . She also noted that she did not recall <br /> this being considered during the budget meetings . Fire Chief indicated City ' s <br /> share was approximately $3 , 600 . Councilman Weymouth indicated that he assumed <br /> the $3 , 600 included the honorarium to Redwood City ' s member , and that Council <br /> could approve the amendments and refuse to include the $600 allocated as <br /> honorarium for City ' s representative . In discussion of the budget , Fire Chief <br /> advised that Council approved the Civil Defense and Disaster Organization <br /> budget when it approved the Fire Department ' s budget . In continued discussion , <br /> Councilman Leipzig stated that she would like to have more information about <br /> the organization . Councilman Rhodes also felt that more data was needed . <br /> Assistant City Manager advised that the organization had been in existence <br /> for quite some time and all cities belonged to it . Also that the money went <br /> for payment of telephone lines , microwave , etc . Councilman Henderson ex - <br /> pressed concern that she had not seen a copy of the agreement , and suggested <br /> Council might desire to hold the item until they could review the agreement . <br /> City Attorney advised that the agreement was Statewide , which becomes a joint <br /> powers agreement exercised jointly with county and city signatories . The <br /> agreement itself was a standard form prepared by the County . Vice -Mayor <br /> Henderson again stated that the agreement had not been made available to <br /> Council and felt that it would be desirable to have the opportunity to re - <br /> view it . Councilman Weymouth indicated he was prepared to approve the <br /> agreement but to take exception to the honorarium provision , and thereby <br /> further reduce the City ' s contribution by $ 600 per annum in the budget . <br /> City Attorney commented that he was not sure of the legal significance of <br /> taking action to line through the provision under J , paragraph 6 , and <br /> suggested that perhaps at the next Civil Defense and Disaster Organization <br /> meeting it might be appropriate for that Board to make a determination as <br /> a policy matter . <br /> In response to question by Councilman Weymouth , City Controller stated that <br /> to the best of his knowledge , the City had not paid the Organization for <br /> this year , since this normally would not be done until there is a signed <br /> agreement . <br /> 8/13 /73 <br /> Reg .
