Public Works Department had made a determination of its needs for the <br /> purpose , and the surplus property was recommended to be placed for public bid <br /> in accordance with the City Charter . Assessor ' s appraisal was on file . <br /> Councilman Norris moved to adopt RESOLUTION NO , 6976 DECLARING CERTAIN DESCRIBED <br /> CITY-OWNED REAL PROPERTY SURPLUS ; AND AUTHORIZING SALE THEREOF, seconded by <br /> Councilman Rhodes and carried on roll call vote , Councilman Williams and Mayor <br /> Keckley being noted absent . <br /> Councilman Leipzig moved to introduce Ordinance fixing the amount of money to be <br /> raised by taxation upon the taxable property within the City of Redwood City <br /> as revenue to carry on the various departments of said City for the Fiscal <br /> Year 1973 - 1974 , to pay the bonded indebtedness of said City falling due and <br /> becoming payable during said fiscal year together with the interest thereon , to <br /> maintain the Public Library of said City during said fiscal year , to provide <br /> funds for the Retirement Plan , to provide funds for Parking District No , 1 , <br /> to provide funds for General Improvement District No . 1 - 64 , and fixing and <br /> levying the tax rate therefor , seconded by Councilman Weymouth . <br /> On the question , Councilman Norris referred to Page 2 of the City Controller ' s <br /> report , concerning factors that would influence GID 1 -64 homeowners ' tax rate , <br /> noting that one reason was impending donation of land to the State of California , <br /> and trade of land between Mobil and the State . Vice -Mayor Henderson noted that <br /> the Ordinance before Council was required by the Charter because City must set <br /> its tax rate before September 1 , of each year , and asked that discussion be <br /> confined to that issue . Assistant City Manager presented an oral review of <br /> his report , which stated that the tax rate for fiscal year 1973 -74 was estab - <br /> lished at $1 . 8699 , or 10 . 140 lower than last year . Concern was indicated in <br /> that approximately 5¢ of the reduction was apparently due to unusually high <br /> business inventories , which next year may be at a more normal level , neces - <br /> sitating a like increase on the tax rate . In addition, cleanup legislation of <br /> SB 90 was not firm and it was not known what the base year would be , although <br /> it was believed the Legislature is considering establishment of 1972 -73 as <br /> base year . City Controller responded to several questions by Council , in- <br /> dicating that the County Assessor has finally computerized the unsecured tax <br /> roll , and information on this will be coming to Council after his department <br /> 8/13/73 <br /> Reg .
