He indicated staff had been inves - <br /> tigating site selection for 2z to 3 months , and had studied four locations . <br /> The selection of the site was based on the opinion that it was the best to <br /> service the area as far as water distribution was concerned , He added that <br /> Council would have the final decision when construction plans and specifica - <br /> tions were available , and before that would have a thorough review by various <br /> committees and agencies . He advised that the money had been deposited with <br /> the City by Mobil . <br /> Mr . Ron MacQuarrie , 558 Keelson asked how many <br /> residential and/or commercial units would be <br /> served . <br /> Director of Public Works responded that the proposed tank would probably be <br /> one of three planned for the area , and would depend on other connections <br /> into the City ' s water distribution system , This would provide for fire <br /> fighting requirements as well as adequate service for existing residential <br /> and commercial units , and was assumed would serve a population of approxi - <br /> mately 6 , 000 people plus the shopping center . <br /> Mr . MacQuarrie stated he would like to have a <br /> copy of the agreement , and information on extent <br /> of impact on the District tax . He stated that <br /> construction of the tank was ostensibly to lift <br /> the moratorium on new construction , and if that <br /> is the case , the tank will be further away from <br /> the existing homes . <br /> In further discussion concerning the agreements , City Attorney indicated that <br /> the second agreement was the funding agreement which historically provides <br /> for accountability . Councilman Norris stated that he would need more in- <br /> formation before he could support the agreement . Councilman Weymouth felt <br /> that the report by Director of Public Works was sufficiently thorough , and <br /> noted other safeguards such as requirement for EIR , so that it should not <br /> be necessary to take exception to a routine matter . Assistant City Manager <br /> concurred and noted that the scope of work had been outlined by the Director <br /> of Public Works , and further , that it was routine . In response to question <br /> by Vice -Mayor Henderson , he advised that the developer could not go ahead <br /> and do this on its own because of the determination administratively that all <br /> engineering is to be done through the City . Councilman Weymouth expressed <br /> his concern that the water tank installation had already been delayed for <br /> over a year because the previous developer did not have the funds , and felt <br /> that the sooner a water reservoir could be built , the better , and would be <br /> to the benefit of present residents to get started as soon as possible . <br /> Director of Public Works reviewed , in response to questions , the details <br /> of their studies with respect to proposed alternative installations . The <br /> soils studies would determine the conditions of the site , and then a <br /> decision would be made based on those studies . <br /> Councilman Norris moved to continue the matter of Soils Engineering Services - <br /> Mobil-Redwood Shores Water Storage Tank to August 27 , 1973 , seconded by <br /> Councilman Rhodes , Councilman Weymouth advised that he would oppose the <br /> 8/13/73 <br /> Reg .
