Civil Defense and Disaster Organization <br /> Agreement Following discussion on August 13 , 1973 , Council continued the matter <br /> to this date , with referral to Staff for report back with copies of file , letters <br /> and agreement , all of which were submitted prior to this meeting . <br /> Councilman Rhodes ( alternate representative ) reported he had gained the informa - <br /> tion that the Area Disaster Council , consisting of 19 City Mayors or their <br /> appointed representatives , met four times a year and the last time they met was <br /> March 29 , 1973 , and that they do not meet on a regular scheduled time but they <br /> felt the next meeting would be in September or October , at which time they would <br /> notify Mayor Keckley . He briefly outlined the background of their funding and <br /> noted that the $ 50 , 00 honorarium had been voted upon and passed by the majority <br /> of the membership that attended the adoption meeting . <br /> The feeling was still very strong that the honorarium should not be paid to any <br /> member attending the meetings and that the City ' s opposition should be made <br /> known , Council asked the Manager to write a letter to the Chairman and copies to <br /> all representatives of the Area Disaster Council stating their concern regarding <br /> one section of the agreement having to do with the honorarium and that the City <br /> would like to petition the Council to eliminate that portion from all the agree - <br /> ments . <br /> It was decided to continue the matter until a response had been received from <br /> their communication . <br /> (MEMO 8/29/73 ) <br /> Redwood City Police Youth Club - Recreational services agreement Following discus - <br /> sion on August 13 , 1973 , Council voted to continue the matter to this date to <br /> allow submittal by Staff of the proposed agreement , which was submitted prior to <br /> this meeting , <br /> In answer to Councilman Leipzig ' s question of the ownership of the Police Youth <br /> Building , it was noted that the City owns the land involved only and maintains <br /> the building and the insurance . <br /> Councilman Williams moved to adopt RESOLUTION NO . 6979 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT WITH THE POLICE YOUTH CLUB OF REDWOOD CITY CALIFORNIA , <br /> INC . , seconded by Councilman Leipzig and carried on roll call vote . <br /> Agreements re Soils Engineering Services - Mobil -Redwood Shores Water Storage Tank <br /> ( Dames and Moore ) . Following discussion on August 13 , 1973 , Council voted to <br /> - - continue the matter to this date , to allow submittal by Staff of additional in- <br /> formation , which was submitted prior to this meeting , <br /> In answer to the Council ' s concern on several portions of the subject , City <br /> Manager commented on the necessity of this tank to provide proper balance to the <br /> domestic water service system to maintain even pressure and provide necessary <br /> fire -flow in the advent of breakage of the main lines to feed water reservoirs , <br /> He noted this tank would be classified as a secondary water supply for fire - <br /> fighting purposes , With regard to Council ' s concern regarding the tank ' s resis - <br /> tance to earthquakes and that recent studies had indicated that tanks constructed <br /> above ground had a greater potential for being damaged in earthquakes , he remind - <br /> ed Council that not only the tank in question but all future construction of <br /> public facilities in that area would have the benefit of the Seismic Report data . <br /> Mr . Ron MacQuarrie , representing the Redwood Shores <br /> Homeowner ' s Association , spoke with concern regarding <br /> the site location and thought that this point should <br /> be given a closer look . <br /> Director of Public Works assured Council that Site #3 was reviewed as a good lo - <br /> cation to balance the system , servicewise , for the existing and proposed residen- <br /> tial development as well as the proposed shopping center , and that this was only <br /> a request for further soils investigation , and in no way locks the district into <br /> this particular location and there would be at least two , possibly three more to <br /> be built . City Manager also reassured Council that there was a disclaimer set up <br /> and purposely included in the agreement which does not commit the City to that <br /> particular site , however , as far as Staff knows now with regard to tentative land <br /> use in terms of the shopping center and actual land use allocations , that this <br /> exact site would be the most desirable location . City Manager briefly reviewed <br /> the sites under consideration . <br /> Mr . Neil Smith , of Mobil Oil Estates , commented that <br /> his company agreed with the selection of the site as <br /> a location which will enable everything to move in a <br /> most expeditious manner , even though Site No , l already <br /> has plans and specifications available . <br /> There being no further discussion or communications , Councilman Leipzig moved to <br /> adopt RESOLUTION NO , 6980 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT RE- <br /> LATING TO FINANCING OF CERTAIN SOILS ENGINEERING SERVICES FOR REDWOOD CITY <br /> GENERAL IMPROVEMENT DISTRICT NO . 1 -64 , (Mobil Oil ) , and ; <br /> 8/27/73 <br /> Reg .
