<br /> Councilman Henderson suggested that in order to establish some degree of uniformity
<br /> in Adjourned Regular Meetings that the starting time be set for 7 : 30 p . m . , the
<br /> same time as the Regular Meetings .
<br /> Councilman Norris reminded Council of the Waterfront Committee Meeting in the Com-
<br /> munity Activities Building , Wednesday , August 29 , 1973 , 7 : 30 p . m .
<br /> Councilman Henderson moved to adjourn to Executive Session at 12 : 01 a . m . , for dis -
<br /> cussion of personnel matters , seconded by Councilman Norris and carried . City
<br /> Clerk was excused from the meeting . City Manager , Assistant City Attorney and
<br /> Assistant City Manager also excused from the meeting at 12 : 45 a . m .
<br /> Regular meeting reconvened at 1 : 16 a . m . City Clerk and Assistant City Attorney
<br /> returned to the meeting .
<br /> Councilman Williams moved to introduce ordinance amending Section 5 of Ordinance
<br /> _ No . 1556 , Establishing Salaries for Certain Designated Employees of the City of
<br /> Redwood City Relating to Positions Filled by Council Appointment ; and , to adopt
<br /> Resolution No . 6990 Amending Section 1 of Rule XIII of the Personnel Rules and
<br /> Regulations of the City of Redwood City Relating to Vacations Leave ; and to ad -
<br /> just the monthly salaries of the following officers in accordance with the fore -
<br /> going ordinance by increasing the same by five per cent on and after September
<br /> 15 , 1973 : City Attorney , City Controller , City Clerk , and City Treasurer ; and
<br /> to adjust the monthly salary of the City Manager by increasing the same by seven
<br /> per cent , as specified in the ordinance ; seconded by Councilman Leipzig , and
<br /> carried .
<br /> In order to equalize the method of administering salary merit adjustments of
<br /> Council appointees with other officers and managerial employees of the City , the
<br /> Council , by consensus , determined to establish the following procedure for the
<br /> purpose of administering salary merit adjustments of Council appointees com-
<br /> mencing with the calendar year 1974 : Each appointee ' s compensation from the City
<br /> w ill be reviewed by the Council prior to the "anniversary date " of each such
<br /> employee , and for this purpose the City Manager shall notify the Mayor of each
<br /> anniversary date approximately one month in advance in order to allow for inter-
<br /> ✓ iew with the appointee and other review .
<br /> Councilman Weymouth moved to adjourn to an Adjourned Regular Meeting on September 11 ,
<br /> 1973 , 7 : 30 p . m . , Veterans Memorial Building , 1455 Madison Avenue , Redwood City ,
<br /> relating to General Improvement District No . 1 -64 , seconded by Councilman Norris
<br /> and carried .

<br /> Mayor Keckley called the meeting to order at 7 : 30 p . m .
<br /> ON ROLL CALL , the following were noted present : Councilmen Mary W . Henderson ,
<br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , Ray A . Weymouth ,
<br /> James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCrindle . Also
<br /> noted present were City Manager James M . Fales , Jr . , City Attorney David E .
<br /> Schricker , Assistant City Manager James M . Smith , City Controller Jack P . Ference ,
<br /> Acting Chief of Police George Bold , Director of Public Works Richard J . Pusich ,
<br /> Director of Parks and Recreation Max C . T,Jeeks , and Stenographer Anna Hampton .
<br /> Mayor Keckley announced that several of the Ordinances which had been published and
<br /> noted for adoption consideration at this meeting would be continued for consider -
<br /> ation until the next Regular Meeting of September 17 , 1973 , due to the importance
<br /> o f the meeting tonight , with the exception of two Ordinances that were pertinent
<br /> to tonight ' s subject . He asked that the Ordinance accepting contribution from
<br /> Mobil Oil Estates ( Redwood ) , Limited for Redwood City General Improvement Dis -
<br /> trict No . 1 . 64 ( GID 1 -64 ) and the revised Ordinance establishing the Tax Rate -
<br /> Fiscal Year , 1973 - 1974 be considered for adoption .
<br /> Councilman Henderson moved to continue for consideration , the following Ordinances
<br /> that had been published , until the next Regular Meeting of September 17 , 1973 :

<br /> to General Zoning Ordinance text amendments ;
