<br /> ( c ) Request for refund of portion of taxes erroneously collected for GID 1 -64 ,
<br /> F . Y . 1972 -73 .
<br /> Kenneth R . and Linda K . Studer had requested refund of
<br /> portion of property taxes collected in Fiscal Year 1972 -73 ,
<br /> and City Controller had verified that a clerical error had
<br /> been made in that the wrong model of home was used in arriv -
<br /> ing at appraised value . It was therefore recommended that
<br /> the amount of $40 . 04 be refunded .
<br /> Adopt RESOLUTION NO . 6989 ORDERING REFUND OF PORTION OF TAXES COLLECTED FOR

<br /> Councilman Norris moved to approve CONSENT CALENDAR, Item ( a ) and Items ( c ) through
<br /> ( f ) , seconded by Councilman Williams and carried on roll call vote .
<br /> COMMUNICATIONS :
<br /> (a ) Written - There were no communications .
<br /> (b ) Oral Communications :
<br /> 1 . A message was left with the City Clerk from
<br /> Pat Passanisi , manager of Joe ' s Merchants ,
<br /> representing the Class A slowpitch softball team ,
<br /> and read by Mayor Keckley . This team had won the
<br /> Pacific Coast Regional Championship . They had been
<br /> trying to raise enough funds to participate in the
<br /> National Championships , in Cleveland , Ohio from
<br /> August 30 , 1973 through September 3 , 1973 . They,
<br /> however , were still short their goal of $ 5 , 000 . 00 ,
<br /> and wanted Council to back their team as represen-
<br /> tatives from Redwood City and the State of California
<br /> and would appreciate any financial assistance that
<br /> could be provided .
<br /> f Councilman Henderson felt that Council should have been more completely informed on
<br /> the nature of the expenses and the purpose of the money requested , along with the
<br /> amount needed , and since no one had appeared to represent them , she made the
<br /> motion to deny the request , seconded by Councilman Norris . It was brought out
<br /> that this team had had publicity in the paper and that City had , in the past ,
<br /> assisted in support of such activities . Councilman Williams felt that procedure ,
<br /> of which this group was not attuned to , should not hinder the possibility of
<br /> assistance . He mentioned that he felt an accountability of their needs would
<br /> certainly be forthcoming when they accepted the Council ' s aid . Motion failed on
<br /> roll call vote , Councilman Leipzig , Weymouth , Williams and Mayor Keckley voting
<br /> No , and Councilmen Henderson , Norris and Rhodes voting Yes .
<br /> Motion was made by Councilman Williams to appropriate $250 . 00 toward the Joe ' s
<br /> Merchants of Redwood City Slowpitch Softball Team in the National Championships
<br /> and that before the money would be presented to them that they be cognizant of
<br /> what the presentation procedures are with relation to Council ' s requirements , and
<br /> if they were not in agreement to these conditions the money would not be forth -
<br /> coming , seconded by Councilman Weymouth . It was clarified that this assistance
<br /> would be made without a short form agreement since time was of the essence , and
<br /> this procedure would be the most simple . Motion was carried .
