<br /> Councilman Norris moved to adopt RESOLUTION NO , 6986 APPROVING AND AUTHORIZING
<br /> EXECUTION OF AGREEMENT, AMENDING AGREEMENT BETWEEN CITY OF REDWOOD CITY AND
<br /> ENVIRONMENTAL SCIENCE ASSOCIATES , INC . , RELATING TO THE PREPARATION OF AN ENVI -
<br /> RONMENTAL IMPACT REPORT FOR THE REDWOOD PENINSULA SHOPPING CENTER , seconded by
<br /> Councilman Williams and carried on roll call vote .
<br /> Redwood City Umpire Association agreement for personal services . Agreement provided
<br /> for scorekeeper and umpire services who were trained , supervised and assigned to
<br /> various softball leagues throughout the summer . Previous agreement had proven
<br /> most satisfactory since it had reduced part - time payroll by some fifty persons
<br /> and relieved record keeping during busy summer season by this method of payment .
<br /> Councilman Williams moved to adopt RESOLUTION NO , 6987 APPROVING AND AUTHORIZING
<br /> EXECUTION OF AGREEMENT FOR PERSONAL SERVICES (UMPIRE AND SCOREKEEPING SERVICES -
<br /> RECREATION PROGRAMS ) , seconded by Councilman Norris and carried on roll call vote .
<br /> Allowable Expenses for Councilmen . Since adoption of the per diem " allowance in
<br /> 1969 , for expenses when Councilmen are required to stay overnight at meetings and
<br /> conferences , hotel costs have increased sharply , and not uniformly between met -
<br /> ropolitan centers where most meetings are held . It was recommended by Staff that
<br /> City Council consider a change in the Code setting $35 . 00 per day as the per diem,
<br /> plus actual hotel room costs , and further define allowable expenses for travel
<br /> before or after a conference .
<br /> After a short discussion regarding the merit of this change and the check and
<br /> balance system of the expense accounts by the City Council , City Manager and City
<br /> Controller , it appeared , with the exception of Councilman Weymouth who was con-
<br /> cerned with the wording and interpretation of the Code , that this change was a
<br /> necessary one to meet the rising economy .
<br /> Councilman Henderson moved to introduce the Ordinance amending sections 2 , 27 , 2 and
<br /> 2 , 27 . 5 of the Code of the City of Redwood City relating to rates of reimburse -
<br /> ment and accounting for reimbursement , respectively , of certain expenses in -
<br /> curred in the performance of duties , seconded by Councilman Norris and carried
<br /> Councilman Weymouth voting No . carried ,
<br /> Councilman Henderson moved to request Staff to prepare an interpretation for better
<br /> clarification of Ordinance introduced for easier reference by Council , seconded
<br /> by Councilman Norris and carried . (MINUTE ORDER NO . 72 -123 )

<br /> Presentation of the Waterfront Committee ' s Initial Monographs on description of
<br /> Waterfront Development , Councilman Norris suggested to continue the matter until
<br /> the next Regular Meeting, or by Council Consent to September 24 , 1973 , as time
<br /> was getting late and he also would have a progress report ready by then , along
<br /> with the presentation . (MEMO 8/29/73 )
<br /> Emergency Hunger Fund of Redwood City . Communication from this organization dated
<br /> July 25 , 1973 , requested $ 500 . 00 of Federal Revenue Sharing funds , in support of
<br /> their program . Council at their meeting of August 6 , 1973 , referred this matter
<br /> to Staff for review and report .
<br /> Councilman Rhodes commented that the City could become overly involved with this
<br /> type of donation whether it be a Federal money , State or City monies used , and
<br /> moved to deny the request , seconded by Councilman Williams , motion failed on roll
<br /> call vote . On the question there was discussion on what the social priorities of
<br /> Redwood City should be , and it was felt that social planning was coming of age in
<br /> the City . It was noted that the California League of Cities at its conference in
<br /> October would be providing a format for cities to look at the question of social
<br /> responsibilities in a logical and sensible way just as the City does in any
<br /> element in a general plan for the City . This would enable the City to examine
<br /> the report and use it as a basis in the General Plan . Councilman Williams was
<br /> also concerned regarding the extent of involvement by the City in these types of
<br /> donations . Staff recommended in report to Council , 5300 . 00 be considered for
<br /> City participation in this program , and a resolution and agreement had been so
<br /> prepared if approved by Council .
<br /> Councilman Henderson moved to adopt RESOLUTION NO , 6988 APPROVING AND AUTHORIZING
<br /> EXECUTION OF AGREEMENT WITH THE EMERGENCY HUNGER FUND OF REDWOOD CITY FOR PARTIC-
<br /> IPATION IN CERTAIN ACTIVITIES PROMOTIVE OF COMMUNITY INTERESTS , seconded by
<br /> Councilman Weymouth and carried on roll call vote .
<br /> Noise Problem Airport -Redwood Shores . Response to communication regarding noise
<br /> problems associated with San Carlos Airport activities , from R . C . Garcia , home
<br /> owner , dated June 13 , 1973 , had been referred to Staff . Staff reported meetings
