13 <br /> There was a general discussion of lifting the building moratorium and disposition <br /> of previous contribution obligation of Leslie Properties amounting to approxi - <br /> mately $ 1 . 8 million . Because of the way in which the previous developer contri- <br /> butions had been made , it would be difficult to accurately assess the extent of <br /> these obligations . It was partially for this reason that Staff had recommended <br /> the changes previously discussed regarding a precise realignment of future re - <br /> sponsibilities between the District and the Developer . <br /> Staff felt that some residual financial commitments remained from the previous <br /> developer , and that it would be in the best interests of the District to exchange <br /> this residual commitment for something of value to the District , such as public <br /> improvements which would otherwise , under the recommended new responsibilities of <br /> the District , be a responsibility of the District . Such an exchange would be a <br /> trade - off of the approximate number of dollars involved for improvements of Dis - <br /> trice -wide benefit under the new definition ; i . e . , reclamation needs , construction <br /> of certain major streets , or portions thereof , site for future construction of a <br /> fire station , water storage facility , and modification of the oxidation ponds . <br /> Council expressed their desire to have further exploration by Staff of Mobil ' s <br /> proposal with reference to the four basic areas of initial and primary concern as <br /> discussed at this meeting . <br /> Mayor Keckley invited further comment from the audience . <br /> Mr . Ron MacQuarrie , President , Redwood Shores <br /> Homeowner ' s Association , generally agreed that <br /> the four distinct basic items for discussion <br /> had been thoroughly covered . His major con- <br /> cern was with reference to their being a need <br /> of more than one analysis of the tax rates <br /> and assessed valuation . <br /> Mr . Lou Knowles , Land for People Organization , <br /> who had handed out a list of prepared questions <br /> to the City Council and audience , stated that <br /> many of the concerns had already been answered . <br /> He touched upon the subject of moderate and/or <br /> low - income housing units , the marketability of <br /> refunding bonds , <br /> Mr . Kuebelbeck responded by indicating District would be coming forth in much <br /> more detail with guidelines by legal documents which would answer Mr . Knowles ' <br /> questions . <br /> Staff responded to Mr . Knowles ' concern regarding what the impact of SB 90 would <br /> have on the District , by indicating there was still some confusion with refer- <br /> ence to this " clean up " bill . Council , however , would be kept advised in advance <br /> of the situation . <br /> Clifford M . Boxley , Director of PROBE spoke with <br /> concern toward the low -moderate income housing <br /> goals and job opportunities in reference to <br /> Redwood Shores and the overall community of Redwood <br /> City . <br /> Mrs . Nita Spangler , 970 Edgewood , commented on her <br /> belief that the public was not being made more aware <br /> of City Council and Commission actions and meetings . <br /> Mayor Keckley and other members of the Council and Staff advised of the many <br /> public notices and paid weekly publication of the Council Agendas in the Redwood <br /> City Tribune and other sources where all material was available concerning <br /> Council ' s Agendas and full reports , and the continual attempts made by Council to <br /> interest the citizens of Redwood City to notify them on matters of concern to all <br /> the community . <br /> Pat Barrantine , 40 Carmel Lane , representing the <br /> Sierra Club , and Committee for Green Foothills , spoke <br /> to the Waterfront Committee , of which Councilman Norris <br /> was Chairman , and her concern on lack of more informa- <br /> tion being available to the public . <br /> Councilman Norris responded by indicating how to obtain the information which was <br /> available and encouraged her to attend the morning meetings . <br /> --- Mr . Neil H . Smith , of Mobil Oil Estates ( Redwood ) Ltd . , <br /> commented on the question of the District tax rates <br /> and referred to the Mobil Oil report on Redwood Shores <br /> of April , 1973 , with respect to basic principles for <br /> future bond issues and refunding bonds .
