rate down would hinge upon creating enough assessments <br /> based upon attracting commercial development , which in <br /> turn , in order to attract commercial development , the <br /> tax rate would have to be lower , which catches Redwood <br /> Shores in a vicious circle . <br /> He mentioned that if refunding bonds could be avoided , <br /> if another way could be found to get through this vicious <br /> circle , his Company would pursue this end . He also touch- <br /> ed upon the Environmental Impact Reports under way which <br /> would open the way for more basic discussions on the <br /> creditability of the Shopping Center , regenerating some <br /> kind of development in the Marina , low -moderate income <br /> housing questions , and noted that Mobil would be in <br /> favor of further discussions with any of the organiza - <br /> tions concerned with the development of Redwood Shores . <br /> He noted that a meeting with the Bank of America would <br /> be taking place shortly with regard to discussing the <br /> possibility of low interest loans for special type housing . <br /> In additional discussion it was noted that the encouragement of the commercial <br /> aspect would be a very important General Plan change , and the idea of a major <br /> office park , low -rise office buildings with facilities attached , was envisioned <br /> as one possible land use proposal . <br /> Council made known their concern that Mobil had been accepting certain basic <br /> premises because of what had existed previously , and felt that new times and new <br /> circumstances would offer an opportunity as well as create responsibilities for <br /> new examination and modification of old policies . Council stated their hope <br /> Mobil would advise what their feelings would be with regard to the adaptation of <br /> the present existing General Plan with their own goals , and perhaps re -examine <br /> that perspective , and portray what Mobil felt they would be capable of accomplish- <br /> ing with Redwood Shores . It was noted that when the District was originally <br /> formed the consensus was that the District would be self - supporting and never <br /> become a liability of the other residents of the City . <br /> It was noted that the meeting appeared to have been a very good session and that <br /> all the inputs and research to improve the project , from not only Staff , but <br /> organizations as well , were appreciated , with the knowledge that Council would be <br /> asking for more research and information continuously . <br /> Councilman Williams moved to adjourn at 11 : 20 p . m . , seconded by Councilman <br /> Weymouth and carried . <br /> MARIAN McCRINDLE <br /> 9/11/73 City Clerk <br /> Adj . Moen , Deputy Director Warren Mitchell -Operations , and Stenographer <br /> Anna Hampton . <br /> Councilman Norris moved to approve the Minutes of the Regular Meeting of August -. <br /> 27th , 1973 , as submitted . Vice Mayor Henderson noted the two corrections which <br /> had been called to the City Clerk ' s attention and to be corrected : ( 1 ) Revision <br /> of Minute Order #73 -123 relating to introduction of Ordinance on allowable ex - <br /> penses for Councilmen to read " to allow a day ' s travel time before or after a <br /> conference , and so authorize Staff to interpret the Ordinance section in this <br /> manner ; ( 2 ) Full roll call vote to be recorded on motion to deny request for City <br /> participation , that failed , relating to Joe ' s Merchants ' slowpitch softball team <br /> program .
