sections of the Zoning Ordinance No . 1130 , relating to General Zoning Ordinance <br /> text amendments , and inviting the Planning Commission to participate , Regular <br /> Council Meeting November 5th , 7 : 30 p . m . , and refer to Staff questions regarding <br /> Council ' s concerns for a report back prior to that time . Amended motion approved <br /> by original makers and carried . Councilman Norris felt questions raised were <br /> most valid and agreed with motion if full response of all questioning be made to <br /> Council . City Manager again requested that questions be submitted in writing in <br /> order that complete response could be made to Council . (MINUTE ORDER #73 - 128) <br /> COMMUNITY PROGRESS REPORT . City Manager reviewed written report previously submit - <br /> ted to Council . Community Development . Twenty - five new dwelling units were <br /> added during the month- - two single family dwellings and five multiple dwellings ; <br /> four units were demolished . A new commercial structure is being constructed at <br /> 2001 Spring Street . Parks and Recreation . Due to the revamping of portions of <br /> Community Park , it was necessary to extend the height of the fencing around the <br /> 49er practice field . Rough grading for Phase I of Community Park development is <br /> nearly complete . Irrigation and drainage lines are being installed . Tennis <br /> court lighting at Spines Park continues to be delayed , due to material shortages . <br /> The landscaping of Pennant Court is on schedule and will be completed shortly . <br /> Redwood Shores . Representatives from Mobil Oil Estates , Homeowners Association , <br /> Sailing Club , Public Works Department , Parks and Recreation Department , Police <br /> Department , and the City Attorney met to discuss the various jurisdictional prob - <br /> lems involving the waterways , beaches , and dikes in the Redwood Shores areas , <br /> This meeting emphasized the complex nature of the problem and indicated the need <br /> for mutually satisfactory solutions in the immediate future . He noted this type <br /> of meeting is proposed to be on a continuing basis in order to keep discussion <br /> of these problems open to all involved . Fair Oaks Neighborhood Center . The <br /> Center Advisory Board is in the process of screening the 135 applications for <br /> Center Coordinator . The procedure used is a Board committee narrowing the field <br /> to 20 , the full Board making the determination as to which of the 20 they will <br /> interview . Following the interviews , the three top candidates will be submitted <br /> to the City Manager , who will make the final appointment . Hopefully , the appoint <br /> ment will be made in early October . The Advisory Board will be receiving Use <br /> Applications through October 1 , 1973 , for use of the Center . Senior Citizen <br /> Information and Referral . This service , housed in City facilities at 900 Main <br /> Street , handled 338 matters last month . He noted although there was still no <br /> final action on the grant application for State and Federal financial assistance , <br /> it was still hoped some information would be received in the near future . <br /> Councilman Norris questioned status of the Belpipe construction work in Redwood <br /> Shores . City Manager reported construction finished and in use for past several <br /> weeks with final inspection now in process but thereafter would be ready for <br /> acceptance by the City shortly . <br /> Councilman Norris then questioned status of Neptune Beach water pollution problems . <br /> City Manager advised or the on-going investigations and progress reports being <br /> received over a period of time and still trying to isolate the problem . He <br /> stated so far it had been noted one problem consisted of the foreign matter going <br /> into the storm drain system and that this was part of the discussion held at the <br /> meeting he had referred to earlier with the various groups on concerns for gen - <br /> eral problems in Redwood Shores . He stated he felt ultimate solution for stop - <br /> page of much of foreign matter getting into the storm drain system would require <br /> an engineering solution by perhaps moving where storm drain now dumps at end of <br /> Neptune and moving disposition point to some other place . <br /> Councilman Norris noted another situation which became very obvious during last sail <br /> ing regatta concerning silting in the center of the lagoon as evidenced from com - <br /> ments by sailboat owners remarking that their center boards were dragging at <br /> three feet whereas there should be four to six feet . <br /> Mr . Ronald J . MacQuarrie , President of Redwood Shores <br /> Homeowners Association , stated his awareness of the <br /> silting problem and recommended , since the waterways <br /> are an integral part of the planning for recreational <br /> utilization , that some type of maintenance program be <br /> set up for taking care of the waterways to avoid this <br /> particular problem and others . <br /> Mr . MacQuarrie also questioned progress on program <br /> which had been proposed at one time for rectifying <br /> hazards of storm drain grates with bars . <br /> Vice Mayor Henderson advised of the item on this meeting ' s Agenda to purchase equip - <br /> ment for picking up leaves , and other details of program progressing for imple - <br /> mentation of this program as soon as possible , <br /> Mr . MacQuarrie also noted with respect to the problem <br /> of foreign material reported to be getting into the <br /> storm drain system , that mounded grass landscaping on <br /> parkways appeared to cause more than usual amount of <br /> grass clippings after watering and getting into system . <br /> 9/17/73 <br /> Reg .
