City Manager advised of foreign matter so far identified in the system that grass
<br /> was the least obnoxious found , but agreed an unusual amount could cause a prob -
<br /> lem , He noted he had been assured property owners in Redwood Shores were to be
<br /> warned of their responsibility in this matter of disposition of debris .
<br /> Vice Mayor Henderson asked if it would be possible for the next Community Pro -
<br /> gress report to include a progress report on the silting problem of the lagoons .
<br /> City Manager advised he would try to report as soon as possible , after an inves -
<br /> tigation made and he would report on recommendation for approaches to the problem .

<br /> PUBLIC HEARING , on Application for Planned Development Permit and Appeal from denial
<br /> of Application for Architectural Permit , Challenge Development Co . , property
<br /> located at 1647 Kentfield Avenue , declared open and affidavits of publication and
<br /> mailing ordered filed . There were no communications to report on file . Vice
<br /> Mayor Henderson advised on the voluminous report submitted to Council by the
<br /> Planning Commission and of the procedural report which had been received from the
<br /> City Attorney on this subject matter , and suggested the Planning Director summa-
<br /> rize for benefit of those present the proceedings to be now considered at this
<br /> public hearing . Planning Director noted report and status of this particular
<br /> subject matter difficult because it involved action by the Planning Commission
<br /> that wasn ' t completed , and indicated what was being appealed , but fact remained
<br /> their own action on this had not reached a point of consumation for recommenda -
<br /> tion to Council . He advised that John Quinn , Chairman of the Architectural Com-
<br /> mittee , was present and could respond as to the deliberations by the Architec -
<br /> tural Committee . City Attorney reminded Council must keep in mind the factual
<br /> matters of this public hearing and referred directly to two points : ( 1 ) Planning
<br /> Commission recommendation regarding application for a Planned Development Permit ;
<br /> ( 2 ) Appeal with respect to the Architectural Permit , subsequently Council would
<br /> be required to sort out facts relative to each point .
<br /> Charles Olivia, representing Challenge Development
<br /> Company , advised of the substantial deliberations
<br /> which had been had on this proposed project for
<br /> construction of some townhouses at 1647 Kentfield
<br /> Avenues He noted original application , all within
<br /> limits of the Zoning Ordinance , was for 32 units , and
<br /> which Council would recall was denied . He stated
<br /> this new application for a Planned Development Permit
<br /> now was proposed for 27 units , one unit per 3 , 000
<br /> sq . ft . , and described further details of each , re -
<br /> - garding parking spaces buildings to consist of six
<br /> clusters , some having 4 units and others five , all
<br /> of which comprised a 37% lot coverage .
<br /> Mr , Olivia thereafter described from drawings all
<br /> of plot planning and site of each , indicating the
<br /> 45% useable open space , being green area , and in
<br /> response to prior hearings , thereafter pointed out
<br /> the one large open space area which was now proposed ,
<br /> 127 ' x 110 ' , exclusive of a portion of the driveway ,
<br /> essentially being some 11 , 000 sq . ft . of green area
<br /> at end of the buildings . He noted two environmental
<br /> impact reports had been made of their proposed pro -
<br /> ject , one of which spoke to the trees , ground , animals ,
<br /> etc ,
<br /> He noted at the Planning Commission hearing of
<br /> May 22nd , one other matter had been cleared up
<br /> regarding sewers and storm drainage by the Director
<br /> of Department of Public Works , and project was there -
<br /> after recommended by the Planning Commission to the
<br /> Council for approval , with five conditions , all of
<br /> which had been agreed to by Challenge Development Co . ,
<br /> and included the required approval of the Architec-
<br /> tural Committee .
<br /> He stated during the Architectural Committee ' s
<br /> hearing they had submitted their renderings of the
<br /> proposed project , describing colors , proposed texture
<br /> of materials , shake roofing details , fencing , and also
<br /> provided further information as to the trees that
<br /> existed on the site , and proceeded to detail each from
<br /> drawings for Council ' s information - the location of
<br /> the some 37 trees , consisting mainly of walnut trees .
<br /> Mr , Olivia stated they had indicated to the Architec-
<br /> tural Committee their proposal for moving some specific
<br /> trees to another location on the site , if necessary .
