21 <br /> optional approach , and since another application of a similar nature was again <br /> before the Planning Commission , it was decided to proceed with this revision now <br /> to save procedural time , and make possible the approval of this type and size of <br /> industry , This change would avoid patch- quilt zoning changes without missing any <br /> steps in the process and thereby make possible large scale stores in the indus - <br /> trial zoning district . <br /> In response to questioning as to whether Architectural Permit was required for <br /> all developments in this zoning , Planning Director assured Council this permit <br /> was necessary of all buildings , except single family residences and duplexes . <br /> Question was also asked whether the nature of operations and standards of each of <br /> these two districts were of a similar nature . Planning Director advised there <br /> was a compatibility of standards and that was why this revision had been proposed <br /> in order to tie the two districts ( IP and IR ) together without rezoning require - <br /> ments needed in each individual application presented for this large scale type <br /> store . As Zoning Ordinance now stands , it is still indicative of small retail <br /> _ stores being established in these areas and this proposed amendment would clarify <br /> intent that large scale retail stores would be appropriate and recommended for <br /> inclusion in these districts . In reply to whether there was minimum square foot- <br /> age for other uses in Industrial Park areas , Planning Director advised this was <br /> true in neighborhood commercial districts , so would not be setting a precedent <br /> but a first limitation in the Industrial District . He stated he thought Planning <br /> Commission felt it important to respond to concern of those wanting dispersal of <br /> commercial activities away from the downtown section into industrial area . Like - <br /> wise , large scale retail establishments function better with larger areas for <br /> parking space particularly , which would not be possible in the traditional com- <br /> mercial areas . There being no further discussion , Councilman Weymouth moved to <br /> close the public hearing, seconded by Councilman Rhodes and carried . <br /> Councilman Williams moved to introduce ORDINANCE NO . 1130 . 150 AMENDING SECTIONS <br /> 17 . 1 , 17 . 4 , 18 . 1 AND 18 , 4 OF ORDINANCE NO . 1130 , THE ZONING ORDINANCE OF THE CITY <br /> OF REDWOOD CITY, RELATING TO IR AND IP ZONING DISTRICTS , seconded by Councilman <br /> Weymouth and carried . <br /> REPORT and AWARD OF BIDS : <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6992 AWARDING BID FOR SALE OF CITY <br /> OWNED REAL PROPERTY IN THE VICINITY OF SOUTHEAST CORNER OF INTERSECTION OF MAIN <br /> STREET WITH MARSHALL STREET , seconded by Councilman Norris . <br /> Staff reported only bid received was from Wells Fargo Bank, San Francisco , in the <br /> __ . amount of $43 , 336 . 00 , the minimum specified amount in the bid documents , and <br /> recommended for award . L . Young Machinery Co . , South <br /> San Francisco , in the amount of $8 , 812 . 83 . <br /> Vice Mayor noted this was one of the pieces of <br /> equipment which had been referred to earlier in <br /> the meeting as being needed for improving the <br /> storm drain grates . City Manager in response <br /> to questioning for this program projection , re - <br /> lated a new process had been invented which was <br /> being used in other cities which would be much <br /> less expensive a program than originally antici - <br /> pated . He hoped , when this machine was available , <br /> our City would make arrangements and initiate an <br /> earlier program . <br /> City Manager asked that request of City Controller for authorization for an addi- <br /> tional employee , listed as next item on the Agenda ( Item 6) be continued for one <br /> week until another review and further report is made on classification of the <br /> position , <br /> City Manager responded to questions of Council for reasoning of changing the <br /> budgeted position from that of Public Works to Controller ' s office and reason for <br /> transfer of funds so budgeted , but felt a further review might lower the classi - <br /> fication then specified . <br /> Councilman Weymouth moved to continue this item until after a further review , as <br /> requested , seconded by Councilman Rhodes and carried . <br /> (MINUTE ORDER 73 -129) <br /> 9/17/73 <br /> Reg .
