($2.4 <br /> Equipment and Vehicles -- Specifications and authorization for call for bids : <br /> Councilman Norris moved to adopt the following Resolutions : <br /> RESOLUTION NO , 6995 APPROVING SPECIFICATIONS FOR THE FURNISHING OF FOUR AUTOMOBILES ; <br /> AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR ; - — <br /> RESOLUTION NO , 6996 APPROVING SPECIFICATIONS FOR THE FURNISHING OF NINE TRUCKS ; AND <br /> AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR ; <br /> RESOLUTION NO , 6997 APPROVING SPECIFICATIONS FOR THE FURNISHING OF ONE 1 -TON LOW- <br /> BED TRUCK WITH HYDRAULIC RAMPS ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THERE- <br /> FOR ; <br /> RESOLUTION NO . 6998 APPROVING SPECIFICATIONS FOR THE FURNISHING OF ONE TRUCK, CAB <br /> AND CHASSIS WITH DUMP BODY ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR ; <br /> RESOLUTION NO , 6999 APPROVING SPECIFICATIONS FOR THE FURNISHING OF TWO TRAILER <br /> MOUNTED AIR COMPRESSORS 150 CFM ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THERE- <br /> FOR ; <br /> RESOLUTION NO . 7000 APPROVING SPECIFICATIONS FOR THE FURNISHING OF FIVE FM TWO -WAY <br /> RADIOS ; AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR . <br /> Motion seconded by Councilman Williams , and carried unanimously on roll call vote , <br /> Mayor Keckley being noted absent . <br /> Council Recess called for five minutes at 9 : 35 p . m . <br /> Proposed Land Exchange Transactions between State Lands Commission and Mobil Oil <br /> Estates Limited . City Manager reported , as indicated in his memorandum to Council <br /> of last week , Commission postponed a final decision regarding the proposed land <br /> exchange transactions with Mobil Oil until their meeting of September 27th in <br /> Sacramento , and the instructions given to Commission ' s Staff and associated State <br /> departments to schedule an information meeting in Redwood City during period from <br /> August 30th and September 27th . This interim period had been used to get together <br /> with Departments in Public Works , Park and Recreation , Controller , and City Attorney <br /> to discuss certain practical problems of concern which arose in minds of Staff , <br /> since this was the first opportunity given for access to final reports and actual <br /> legal documents associated with the transaction . <br /> In summarizing his report to Council , dated September 14th , he noted the meeting <br /> was held in his office on September 11th , between City Staff members and represen- <br /> tatives of the State Lands Division , State Department of Fish and Game , and State <br /> Attorney General ' s Office , with all of the questions and concerns listed by the City, <br /> and affected Departments being discussed . <br /> Subsequent to this meeting , he had asked same City Departments involved to prepare <br /> another report outlining the results of the meeting in terms of their original ques - <br /> tions and concerns , copies of which were submitted to Council . He concluded by <br /> stating the State representatives indicated a welcome willingness to cooperate with <br /> the City in attempting to modify the documents regarding the proposed land trans - <br /> actions in order to satisfy the concerns expressed by the City staff , and noted <br /> their willingness to establish and maintain communication and cooperation with re - <br /> gard to the future use and maintenance of the lands proposed to be acquired by the <br /> State , and in terms of the future plans and needs of the City as they may affect <br /> the State lands . <br /> In view of the general and specific assurances by the State representatives , he <br /> recommended that authorization be granted to address another communication to the <br /> State Lands Commission indicating the events which had taken place since August 30th , <br /> and urging the changes in the transaction documents which the City is desirous of <br /> achieving, without any particular reference to the substance of the proposed trans - <br /> actions . <br /> City Manager stated Mr . Trout , member of the State Land Commission, was present , in <br /> event that Council wished to ask any specific questions . <br /> Councilman Norris expressed several concerns regarding land use with reference to <br /> Park and Recreation Department report and other concerns with Public Works Depart- <br /> ment report . <br /> City Manager stated since Staff had been essentially assured by State Department of <br /> Fish and Game , who had already established contact with Park and Recreation that <br /> prior review , coordination and communication , would be established between State and <br /> City on lands so acquired , he felt in view of facts of situation , particularly since <br /> State does not have to comply with local ordinances that : ( 1 ) have to accept ; and <br /> ( 2 ) hope that they would follow through , and no reason to believe they wouldn ' t . <br /> Vice Mayor Henderson invited Mr . Trout , of State Land Commission, to comment if he <br /> so desired , and expressed appreciation of the willingness for cooperation that had <br /> been indicated from the City Manager and asked this message be conveyed to all the <br /> other Commission Members . <br /> 9/17/73 <br /> Reg .
