� 3 <br /> Mr . Trout , Member of State Land Commission , <br /> expressed his appreciation of the good <br /> communication which had been established over <br /> the past several weeks and stated his regrets <br /> that it had not been possible to make this <br /> contact earlier due to pending litigation and <br /> negotiations . <br /> He noted his one point in answer to concerns <br /> expressed , specifically by Councilman Norris <br /> relating to grantor ' s "reserved rights " that <br /> there was no limitation for ultimate assigning <br /> to City these rights . <br /> Mr . Trout noted Mayor Keckley ' s first letter <br /> stating City ' s views were on file and hoped <br /> that it would be followed by a second letter , <br /> as recommended , with more detailed concerns <br /> of the City . <br /> Neil Smith , of Mobil Oil Estates (Redwood ) felt <br /> it was implied any of " rights reserved " for <br /> grantor , would pass on to the City in due course <br /> of time . <br /> Councilman Norris moved that authorization be given to Mayor for writing a letter to <br /> State Lands Commission indicating the events which had taken place since August <br /> 30th , and urging the changes in the transaction documents which the City was <br /> desirous of achieving, without any particular reference to the substance of the <br /> proposed transactions , seconded by Councilman Leipzig and carried . Vice Mayor <br /> Henderson advised that Mayor Keckley was aware of this recommendation and had <br /> approved . (MINUTE ORDER #73 - 130 ) <br /> COMMISSION APPOINTMENTS : <br /> Councilman Rhodes moved that a unanimous ballot be cast for William J . Price , as <br /> Member of the Planning Commission , term expiring June 1976 , seconded by Council - <br /> man Norris and carried . (MINUTE ORDER #73 -131 ) <br /> Vice Mayor Henderson announced that appointment of Park and Recreation Commis - <br /> sioner would be held for one week in order all of Council might be present . <br /> (Memo 9/24/73 ) <br /> CONSENT CALENDAR : <br /> (a ) Consideration for adoption of Ordinance amending Zoning Ordinance relating <br /> to General Zoning Ordinance Text Amendments , continued by motion made <br /> earlier in the meeting , to direct a re -opening of this public hearing on <br /> November 5th . <br /> (b) Councilman Norris moved to adopt ORDINANCE NO , 1579 AMENDING SECTIONS 2 . 27 . 2 <br /> AND 2 . 27 . 5 OF THE CODE OF THE CITY OF REDWOOD CITY RELATING TO RATES OF RE- <br /> IMBURSEMENT AND ACCOUNTING FOR REIMBURSEMENT, RESPECTIVELY OF CERTAIN <br /> EXPENSES INCURRED IN THE PERFORMANCE OF DUTIES , seconded by Councilman <br /> Williams , and carried on roll call vote , Councilmen Leipzig , Norris , Rhodes , <br /> Williams , and Vice Mayor Henderson voting yes , Councilman Weymouth voting <br /> no , and Mayor Keckley being noted absent , <br /> ( c ) Councilman Weymouth moved to adopt ORDINANCE NO . 1580 AMENDING SECTION 5 OF <br /> ORDINANCE NO , 1580 AMENDING SECTION 5 OF ORDINANCE NO , 1556 , ESTABLISHING <br /> SALARIES FOR CERTAIN DESIGNATED EMPLOYEES OF THE CITY OF REDWOOD CITY AND <br /> RELATING TO POSITIONS FILLED BY COUNCIL APPOINTMENT . <br /> Vice Mayor Henderson , on behalf of Mayor Keckley and Council , <br /> stated that this Ordinance had been introduced at Council <br /> meeting of August 27th , after an Executive Session of Council , <br /> during which each Council Appointee ( City Manager , City <br /> Attorney , City Controller , City Treasurer - Collector , and City <br /> Clerk) was considered for a merit increase , and Ordinance <br /> includes , therefore , a 7% increase to the City Manager , and <br /> 5% increase to all other Council Appointees . Vice Mayor <br /> stated this action by Council intended to express apprecia- <br /> tion of their feeling of pride and support for outstanding <br /> quality of work produced by these Appointees ; and that action <br /> by Resolution at meeting of August 27th , also included ap - <br /> • • proval of an additional one week vacation annually to the <br /> City Manager . <br /> Motion seconded by Councilman Leipzig , and carried unanimously on roll call <br /> vote , Mayor Keckley being noted absent . <br /> 9/17/73 <br /> Reg .
