27 <br /> It was noted at this point that land use would be a pertinent factor in future <br /> planning with respect to not only residential areas but commercial and industrial <br /> developments , with regard to wastewater flow and load projections . <br /> Mr . Jenks referred to Chapter VI of the report - Water Quality Objectives and <br /> Waste Discharge Requirements - and stated that in assessing the significance of <br /> established water quality objectives and requirements for San Francisco Bay <br /> disposal , at least secondary wastewater treatment , such as provided through the <br /> use of activated sludge , would be necessary . It was also noted that to meet <br /> additional objectives relating to specific locations of discharge , the possibil - <br /> ity of second and third levels of prior treatment beyond secondary might be <br /> required . Additional levels of treatment should also be anticipated in order to <br /> meet probable future changed objectives and requirements relating to biostimula- <br /> tion , toxicity , and shellfishing . <br /> The imperative need for adequate control of certain undesirable constituents at <br /> their source was emphasized . A discussion was held on the need to establish <br /> limitations on discharge of certain difficult-to- treat and toxic materials , <br /> usually associated with industrial wastes . It was brought to Council ' s attention <br /> that a uniform County waste ordinance was in its final preparation stage that <br /> would include the nine bay county system directed at controlling unusual and <br /> unacceptable waste constituents or characteristics at their source . This area <br /> would be set up with cooperation of the Peninsula Manufacturing Association and <br /> other groups involving industrial discharges within the three cities , Belmont , <br /> San Carlos and Redwood City . <br /> Mr . Jenks highlighted the report with regard to "Reclamation and Reuse " , stating <br /> that the ultimate objective of the San Mateo County Water Quality Management <br /> Program would be wastewater reclamation for the purpose of beneficial reuse , to <br /> the greatest extent possible . This also would be the goal of the Legislature of <br /> the State of California , the State Water Resources Control Board , the San <br /> Francisco Bay Regional Water Quality Control Board , the Congress of the United <br /> States , and the Federal Environmental Protection Agency . <br /> He briefly discussed the "Development and Testing of Conceptual Systems " of the <br /> report and noted the Mathematical Model Node Network Map stating it had been <br /> possible to utilize the mathematical model in combination with computer <br /> techniques , to simulate the physical processes within the entire Bay system <br /> which would be impacted by discharge from San Mateo County sewering agencies . <br /> In addition, use of this model permitted estimation of the combined effects , not <br /> only of San Mateo County dischargers alone , but all other dischargers , East Bay , <br /> San Francisco , and lower South Bay as well , which revealed significant results , <br /> with respect to there being no markedly superior disposal alternative for the <br /> Bayside dischargers within the County although the three -point disposal system <br /> represented by existing ( 1974) outfalls was somewhat superior in respect to <br /> higher levels of dissolved oxygen . Consequently , the alternatives presented in <br /> Chapter 9 could be judged roughly equal in terms of their ability to meet water <br /> quality objectives . <br /> Mr . Jenks referred to Chapter X, "Evaluation of Alternatives " and Figure 10 - 1 , <br /> Comparison of Alternatives from an economic and non-economic standpoint . He <br /> noted in applying the criteria , it would appear that the same Alternatives found <br /> to be the most reliable , least costly , most flexible and reclamation enhancing <br /> would still be the most advantageous with respect to impact on regional planning <br /> and land use , He advised the Program would anticipate large- scale reclamation <br /> for beneficial reuse , primarily agriculture irrigation and/or land disposal , with <br /> capability in the South Coastside area of achieving the future objective of <br /> "zero discharge " . <br /> In discussion of the remaining capacity of the City ' s main sewage treatment <br /> plant , with respect to housing development , it was noted staff would have to be <br /> reactive and it would depend on what was approved and how fast the proposals for <br /> development occurred and what would be done with the permits . It was pointed <br /> out that the capacity was a subjective matter and subject to a complex set of <br /> variables . In response to the question of when the first chance would be to <br /> enlarge the sewage plant , Council was advised that basically it would depend on <br /> whether the cities involved would want to use their own resources or would want <br /> to depend upon the State and Federal Government grants in order to implement the <br /> Program . Reference was made to Table 13 -2 of the Report , regarding the <br /> suggested cost sharing for Stage I Project , noting the difference of approximate - <br /> ly S7 million without grants . <br /> Mr . Jenks reviewed the major steps for proposed State I implementation portion <br /> of the Program, noting it would be important to establish specific steps which <br /> must be taken in sequence . He reiterated that it was understood that fundamen- <br /> tally the entire implementation schedule would be undertaken within the framework <br /> of State and Federal grant availability and conditions related thereto . It should <br /> be emphasized that actual implementation would rest upon decisions by the State <br /> Water Resources Control Board with respect to grant priorities , and change in <br /> grant regulations , both State and Federal .
