4.18 <br /> Mr . Jenks highlighted the recommendations that were made in the Water Quality <br /> Management Program and stated he felt in his own mind , based upon 25 years of <br /> experience with grant programs , that in spite of all the uncertainties the City <br /> would find itself infinitely farther along the line and better off and would <br /> have a much better chance of getting grants if the City go ahead with the <br /> planning and project reports and he encouraged the City to push ahead in as <br /> normal and calculated way as possible . <br /> No conclusions were reached , however , it was noted that basically the serious <br /> problems would have to be solved by the entire community and it would be very <br /> difficult to establish goals and objectives and attempt to achieve them in a <br /> sensible manner when the State and Federal Government would be setting the <br /> primary objectives without taking the individual local government ' s problems <br /> into consideration . <br /> Mayor Keckley called for a five minute recess at 10 : 03 . <br /> The Planning Director introduced Mr . Henry "Dean " Quimby , representing the <br /> PBQ&D , Inc . , Consulting Engineers and Planners who presented an outline of steps <br /> his firm had taken thus far , with the aid of the City ' s staff , toward the formu- <br /> lation of a Transportation Plan as an element of the City ' s General Plan . <br /> He noted the progress to date as being , 1 ) study time schedule and program, <br /> 2 ) data assembly and review , 3 ) planning criteria , 4) travel forecasting , 5) <br /> testing capacities and demands , 6) and starting now the preparation of the pre - <br /> liminary transportation plan itself , using the above inputs , 7 ) future work steps. <br /> Mr . Quinby commented that the study had begun in June 1973 , and a complete study <br /> would be available in January 1974 . <br /> He mentioned having had sessions with special- interest groups as their interests <br /> pertained to traffic . <br /> Mr . Quimby noted several modes of transportation that would be encouraged , such <br /> as bicycles and public transportation, i . e . , BART , Transit Service . <br /> Councilmen and Commissioners responded with a number of comments and questions <br /> which Mr . Quimby made note of as input to the planning process . <br /> Councilman Williams moved to adjourn, seconded by Councilman Henderson and <br /> carried .
