Mtg . <br /> Minutes of Regular Meeting <br /> Redwood City Council <br /> October 1 , 1973 7 : 30 P . M . <br /> Veterans Memorial Building <br /> Pledge of Allegiance was led by Councilman Norris . <br /> Invocation was led by the City Clerk . <br /> ON ROLL CALL the following were noted present : Councilmen Marguerite Leipzig , <br /> Robert E . Norris , Ray A . Weymouth , Mayor Paul C . Keckley and City Clerk Marian <br /> McCrindle . Councilmen Mary W. Henderson - ( vacation) William C . Rhodes - <br /> (hospitalization) and James S . Williams - ( vacation) were noted absent . <br /> Also noted present were City Manager James M . Fales , Jr . , City Attorney David E . <br /> Schricker , Assistant City Manager James M . Smith , Chief of Police George Bold , <br /> Director of Public Works Richard J . Pusich , Collector/Treasurer Harriet Drivon, <br /> Fire Chief John Keller , Planning Director Ken Schroeter and Stenographer Anna <br /> Hampton . <br /> Councilman Norris moved to approve , as submitted , Minutes of Regular Meeting of <br /> September 17 , 1973 , seconded by Councilman Leipzig and carried . <br /> Mayor Keckley turned the meeting over to City Manager to comment on the appointment <br /> of Chief of Police by him . City Manager noted that the decision to appoint <br /> Captain George Bold to the position of Chief of Police , effective October 1 , 1973 , <br /> had been especially difficult due to the high quality of all applicants inter- <br /> viewed . He was firmly convinced , however , that Chief Bold was the kind of police <br /> administrator who would continue to provide leadership which would constantly <br /> strive to improve the quality of police service to the public . In referring to <br /> his memo sent out to the City Council and Department Heads , he noted that Chief <br /> Bold was committed to the professionalization of law enforcement , through the use <br /> of modern management and organizational techniques and programs , the increasing <br /> use of technology , emphasis on continuous professional training , and continued <br /> recruitment of the best police officer material available for the City of <br /> Redwood City . <br /> The Loyalty Oath was administered by the City Clerk to George Bold , following <br /> which Mayor Keckley and City Manager presented him with the Badge of Office of <br /> the Chief of Police of Redwood City . Chief of Police George Bold accepted the <br /> Badge of Office with appropriate expressions of thanks . <br /> REPORT OF BID OPENING - Mechanized File (Drum) Police Department . <br /> Councilman .Wymouth moved to adopt RESOLUTION NO . 7009 AWARDING CONTRACT FOR THE <br /> FURNISHING OF ONE MECHANIZED FILE ; AND REJECTING ALL OTHER BIDS RECEIVED , <br /> seconded by Councilman Leipzig . <br /> City Manager briefed Council on the description and use of a mechanized file , such <br /> as would be used in the Police Department . This type of file would be a must for <br /> the successful transition from a manual to a computerized method of collecting <br /> data for the Police Department . He noted this would save thousands of man hours <br /> in terms of record searches and in clearing records that have been duplicated and <br /> in terms of trying to consolidate record systems not only within our Police <br /> Department , but also within the various departments of San Mateo County and hope - <br /> fully within all of the nine counties of the Bay area . Of the four bids received , <br /> staff recommended award to the low bidder , Remington Rand in the amount of <br /> $4 , 364 . 08 . <br /> On the question the Mayor invited further comment from the audience , <br /> Mr . Vincent O ' Shea , representing the Acme <br /> Visible Records , direct subsidiary of American <br /> Brands Company , and one of the bidders for the <br /> mechanized file , expressed objections to <br /> 10/1/73 <br /> Reg . Mtg . <br />
