Minutes of Regular Meeting Redwood City Council October 1 , 1973 7 : 30 P . M . Veterans Memorial Building Pledge of Allegiance was led by Councilman Norris . Invocation was led by the City Clerk . ON ROLL CALL the following were noted present : Councilmen Marguerite Leipzig , Robert E . Norris , Ray A . Weymouth , Mayor Paul C . Keckley and City Clerk Marian McCrindle . Councilmen Mary W. Henderson - ( vacation) William C . Rhodes - (hospitalization) and James S . Williams - ( vacation) were noted absent . Also noted present were City Manager James M . Fales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith , Chief of Police George Bold , Director of Public Works Richard J . Pusich , Collector/Treasurer Harriet Drivon, Fire Chief John Keller , Planning Director Ken Schroeter and Stenographer Anna Hampton . Councilman Norris moved to approve , as submitted , Minutes of Regular Meeting of September 17 , 1973 , seconded by Councilman Leipzig and carried . Mayor Keckley turned the meeting over to City Manager to comment on the appointment of Chief of Police by him . City Manager noted that the decision to appoint Captain George Bold to the position of Chief of Police , effective October 1 , 1973 , had been especially difficult due to the high quality of all applicants inter- viewed . He was firmly convinced , however , that Chief Bold was the kind of police administrator who would continue to provide leadership which would constantly strive to improve the quality of police service to the public . In referring to his memo sent out to the City Council and Department Heads , he noted that Chief Bold was committed to the professionalization of law enforcement , through the use of modern management and organizational techniques and programs , the increasing use of technology , emphasis on continuous professional training , and continued recruitment of the best police officer material available for the City of Redwood City . The Loyalty Oath was administered by the City Clerk to George Bold , following which Mayor Keckley and City Manager presented him with the Badge of Office of the Chief of Police of Redwood City . Chief of Police George Bold accepted the Badge of Office with appropriate expressions of thanks . REPORT OF BID OPENING - Mechanized File (Drum) Police Department . Councilman .Wymouth moved to adopt RESOLUTION NO . 7009 AWARDING CONTRACT FOR THE FURNISHING OF ONE MECHANIZED FILE ; AND REJECTING ALL OTHER BIDS RECEIVED , seconded by Councilman Leipzig . City Manager briefed Council on the description and use of a mechanized file , such as would be used in the Police Department . This type of file would be a must for the successful transition from a manual to a computerized method of collecting data for the Police Department . He noted this would save thousands of man hours in terms of record searches and in clearing records that have been duplicated and in terms of trying to consolidate record systems not only within our Police Department , but also within the various departments of San Mateo County and hope - fully within all of the nine counties of the Bay area . Of the four bids received , staff recommended award to the low bidder , Remington Rand in the amount of $4 , 364 . 08 . On the question the Mayor invited further comment from the audience , Mr . Vincent O ' Shea , representing the Acme Visible Records , direct subsidiary of American Brands Company , and one of the bidders for the mechanized file , expressed objections to 10/1/73 Reg . Mtg .
