Avenue , seconded by Councilman <br /> Norris , <br /> Councilman Henderson spoke in opposition to the motion , citing the <br /> opinion of the professional Staff that it would aggravate the haphazard <br /> development in the area , and expressing the belief that it would be <br /> inappropriate to rezone the property residential . Councilman Norris <br /> spoke in support of the motion, feeling that the owner should be <br /> allowed the kind of zoning that would provide some flexibility to use <br /> the property .
