987 <br /> District to "RG " (Garden Apartments ) District , declared open and affi - <br /> davits of publication and mailing ordered filed . Public Hearing had <br /> been continued from Council meeting of January 22 , 1973 , without open- <br /> ing , at request of the Appellant . <br /> Mr . Richard Gardella , 626 Winslow Street , at- <br /> torney representing the property owners and the <br /> developer , described the property as being one <br /> of the few large parcels remaining in the area , <br /> and indicated that area as being generally zoned <br /> for apartment development . <br /> He said that several applications for rezoning in <br /> the past involved the same property which raised <br /> considerations that the property might be desirable <br /> for extension of YMCA usage , which has not come to <br /> pass . This was the first request for "RG " designa- <br /> tion on this property . He then presented to Council <br /> for their viewing two sets of a series of large photo- <br /> graphs depicting the developments in the surrounding <br /> neighborhood . He explained why it was felt the pro- <br /> perty could not feasibly be developed under duplex <br /> zoning , and indicated that there was insufficient <br /> "RG " development in Redwood City . He stated that <br /> he could make the commitment for his clients that <br /> there would be no variances in connection with the <br /> development . He felt that "RG " zoning was appro- <br /> priate in that it would provide a buffer zoning <br /> between "R-2 " and apartment zoned districts . <br /> Mr . Edward Barnes , 420 Barneson Ave . , San Mateo , <br /> stated he owned a:n 'R -2 " zoned lot , at 627 Poplar , <br /> and spoke in opposition to the request . He felt <br /> the density would be too great for the neighbor- <br /> hood , and there would be loss of privacy . He asked <br /> what was wrong with having something in the neigh - <br /> borhood that was not apartments , and suggested a <br /> City park , instead . He asked that the Council accept <br /> the Staff and Planning Commission recommendation , and <br /> deny the request . <br /> Mrs . George Volis , 1403 Hudson Street , expressed <br /> objection to the property remaining vacant , con- <br /> stantly having weeds , and felt any kind of develop - <br /> ment would be preferable and that the parcel was too <br /> valuable to just stand idle with a growth of weeds <br /> year after year . <br /> Councilman Williams asked what provisions , if any under the recent off- <br /> street parking requirements , there would be for guest parking for a develop - <br /> ment of this size . Planning Director advised that two off- street parking <br /> spaces were required per dwelling unit , and 10% must be marked for guest <br /> parking . In response to question by Councilman Henderson , Planning Director <br /> advised that under "R-2 " zoning 40 , 000 sq . ft . area could accommodate 15 units , <br /> while under "RG " that area could accommodate as many as 22 units . <br /> Mrs . Beebe , 619 Poplar Avenue , objected to apartment <br /> development , due to already congested conditions . <br /> In response to question by Councilman Williams , Planning Director advised <br /> that the curb - to - curb width of Hudson Street was 40f ( 60 ft . right of way ) . <br /> Mr . Brooks , 1399 Hudson Street , indicated concern <br /> about the height of the proposed development . <br /> 2 /5/73 <br />
